Jumlah kebakaran yang tercatat di area konsensi APRIL dan mitra pemasoknya di Riau antara Juli dan September 2017 turun hingga 92% dalam periode yang sama pada tahun lalu, menurut tim manajemen kebakaran strategis dan perlindungan APRIL.

Hasil ini melanjutkan tren penurunan positif menuju status nol kebakaran (zero fire) serta menjadi hasil positif dari pencapaian pada tahun 2015 dan 2016. Hal ini berkat kombinasi strategi pencegahan dan pengelolaan yang semakin tertanam di tingkat masyarakat, termasuk meningkatnya kepedulian atas kebakaran serta kondisi cuaca yang menguntungkan.

Dari jumlah kecil kebakaran yang tercatat, hampir semuanya disebabkan oleh pembukaan lahan skala kecil untuk pertanian. Analisis lebih lanjut data kebakaran terkini di tahun berjalan (year-to-date) APRIL menunjukkan bahwa rata-rata ukuran kebakaran menurun hingga rata-rata 1,6 hektar dari 6,1 hektar pada tahun 2016.

Tim kebakaran APRIL juga melakukan pengecekan lapangan terhadap 245 sinyal kebakaran atau titik panas selama setahun belakangan; tidak ditemukan terjadinya kebakaran setelah dilakukan pengecekan tersebut.

Data kinerja pencegahan dan penanggulangan kebakaran APRIL dinilai secara independen oleh KPMG PRI – sebagai bagian dari penilaian yang lebih luas atas penerapan Kebijakan Pengelolaan Hutan Berkelanjutan 2.0 – yang memberikan sebuah jaminan independen atas nama Komite Penasihat Para Pemangku Kepentingan. Pada tingkat operasional, seluruh insiden kebakaran dilaporkan pada instansi pemerintah terkait.

Sejumlah hasil positif ini sesuai dengan temuan Badan Nasional Penanggulangan Bencana (BNPB), yang melaporkan penurunan hampir 50 persen secara nasional jumlah kebakaran lahan dan hutan sepanjang tahun ini secara keseluruhan, dibandingkan dengan periode yang sama pada tahun 2016.

Peningkatan upaya pencegahan, persiapan, dan penanggulangan diterapkan sebagai bagian dari Program Desa Bebas Api APRIL, di mana fokus ditingkatkan pada upaya peningkatan pemahaman masyarakat atas pentingnya pencegahan kebakaran turut berkontribusi terhadap hasil yang positif.

Program Desa Bebas Api mencakup 750.000 hektar lahan pertanian masyarakat di Riau. Pada tahun 2017, program ini melibatkan 18 desa dengan 9 desa berasal dari sekitar Pulau Padang dan 9 desa lainnya memasuki tahap Masyarakat Tangguh Api setelah sukses mengikuti Program Desa Bebas Api selama dua tahun terakhir. Secara total, 50 desa terdaftar ke dalam tahap Masyarakat Peduli Api yang memperkenalkan pesan-pesan kunci pencegahan kebakaran untuk berpartisipasi melalui berbagai kegiatan seperti Fire Aware Goes to Movies dan Fire Aware Goes to School.

Bagi APRIL, penurunan signifikan ini tidak hanya dalam konteks kebakaran, namun juga ukuran lahan yang terbakar yang mencerminkan manfaat dari Program Desa Bebas Api, ketanggapan dalam persiapan, pelatihan pemadaman kebakaran, dan pemeliharaan peralatan.

Tim pemadam kebakaran APRIL yang beranggotakan 600 orang yang berpatroli di 26 estate telah menjalani pelatihan Sistem Insiden Komando bersama FireGround, sebuah pelatihan spesialis manajemen insiden, untuk memahami konsep dan terminologi, serta jalur komando dalam penerapan. Pelatihan ketat ini mencakup skenario praktis atas kondisi yang sedang berlangsung saat itu juga (real-time) untuk menguji daya tahan dan kekuatan mental.

Meskipun musim kebakaran tahun 2017 telah berakhir, tim akan tetap waspada dan mulai merencanakan tahap selanjutnya dari Program Desa Bebas Api serta terus mengintegrasikannya dengan praktik dan kemampuan penanggulangan kebakaran untuk mencapai bentang alam yang bebas api.

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
