2017年リアウ生態系回復(RER)プログラム年次報告書が発行されました。希少な絶滅の危機に瀕している生物種の復活、コミュニティの持続可能な森林関連代替生計手段の成長、そして火災ゼロ連続日数の記録更新の3項目が、主要成果として報告しています。 年次報告書のダウンロードはこちらから

年次報告書のまえがきに、RER諮問委員会のベイ・スー・キアング委員長は、次のように記しています:「これらの成果は、RERは林業生産によって補完される――すなわち、林業生産は生態系回復の資金源となり、繊維プランテーション・プロセスを積極的に管理することは保護につながる――という私たちのモデルが成功していることの現れです。」

RERは2013年にエイプリル・グループによって策定された生態系回復プログラムで、インドネシア、リアウ州の生態学的に重要な泥炭林の保護と回復を狙いとしています。

スマトラ島の東沿岸に広がるRERエリアには、5件の政府生態系回復ライセンスが交付されており、合計50,000haの泥炭林、およびカンパール半島の130,000ha、さらに近くのペダン島の20,000haから構成されています。カンパール半島回復エリアは、シンガポールの2倍の広さです。

もう一つの注目すべき成果は、回復エリアにおいて新たな鳥類の存在が確認されたことです。エリア内で300種目となるミナミヤイロチョウ(Pitta Mollucensis)は、IUCN絶滅危惧または希少種にリストされています。RERエリア内で保護されている鳥類は、インドネシアの鳥類全体の18%にのぼります。

年次報告書は、2017年末時点で、RERエリア内において718種の動植物の存在が特定されたと記しています。主な内訳は、70種の哺乳類、107種の両生類&爬虫類、89種の魚類、および112種の木本植物および40種の草本植物となっています。

これらの生物種の多くは、希少、絶滅危険または危惧種です。IUCNにより全地球的に絶滅危惧種と分類されたものは48種以上、また、79種がワシントン条約(CITES)附属書にリストされており、さらに101種はインドネシアの法律で保護対象種となっています。

年次報告書では、そのほか、2017年時点でRERエリア内にはホットスポットは認められず、火災ゼロ記録は連続3年を達成したことが指摘されています。そして、この素晴らしい成果をもたらした要因として、次の3項目が挙げられています:RERエリアへの主要進入路である河川ごとにRER人員が配置されていること、コミュニティに対し野焼きに頼らない農法の採用を働きかける継続的社会教育活動、さらにRER周辺コミュニティに対するエイプリル社のファイア・フリー・ヴィレッジ・プログラム(FFVP)の実践。

水文学的状態および森林の回復は、2017年、着実な進歩を遂げました。RERの育苗場では39,000本以上の幼苗が生育しています。この一環として、荒廃地12.5haに70種以上の木本種1,900本以上の幼苗が移植され、自然の再生を助長しています。

2015年以来、25基の人造堤防により9本の旧水路(延べ距離29.5km)が閉鎖されました。堤防建設の目的は、地下水面位を維持することによって年2回の乾季中の泥炭の乾燥防止を図ることです。泥炭土壌における植物の生長を可能とし、火災の危険を最小限に抑えるためには、泥炭の湿潤状態を維持することが必要です。

年次報告書では、コミュニティ関係についても記されています。カンパール半島内の9村には約17,000人が生活しています。また、ペダン島の人口は10村合わせて24,000人です。

環境保護と生物種多様性の保全の重要性に関するコミュニティ啓蒙活動の一環として、RERチームは、農耕、漁業、リアウ・フォレスト・ハニー(インドネシア語でMadu Hutan Riau)採集などの伝統的な活動の推進に時間と資源を投入しています。生産物の市場化&販売と利益のコミュニティ還元をRERプログラムはサポートしています。

RERについて

生態系回復プログラムRERは、2013年、エイプリル・グループによって策定されました。インドネシア、リアウ州の生態学的に重要な泥炭林の保護・回復・保全を狙いとしています。RER対象エリアはスマトラ島東海岸部の150,000 ha、そのうち130,000 haはカンパール半島中心部に、残る20,000 haはペダン島に広がっています。

RERエリアには、5つのコンセッションがあります。エイプリル社以外の4コンセッション(PT.ゲミラング・シプタ・ヌサンタラ、PT.シナー・ムティアラ・ヌサンタラ、PT.ザ・ベスト・ワン・ユニティンバー、PT.グローバル・アラム・ヌサンタラ)は、インドネシア環境林業省の60年生態系回復ライセンスの下で営業しています。RER回復プログラムは、エイプリル社のコミットメント「プランテーション1haについて自然林1haを保全」の一環として策定されました。現在、エイプリル社は目標の83%を達成し、保護&保全されている自然林の面積は400,000 haを超えています。2015年、エイプリル社は、長期的保全&回復プログラムの確実な遂行を支援するため、1億USドルを投じました。

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
