Kegiatan operasional oleh unit operasi APRIL di daerah Pelalawan Utara, Provinsi Riau, menimbulkan beberapa pertanyaan dari pemangku kepentingan, termasuk laporan terbaru dari Jikalahari, terkait dengan kepatuhan terhadap Kebijakan Pengelolaan Hutan Berkelanjutan (SFMP) 2.0 kami.

Dalam pertemuan Komite Penasihat Pemangku Kepentingan (SAC) APRIL baru-baru ini disebutkan bahwa “Perhatian cukup besar diberikan SAC dan Kelompok Kerja Ahli Gambut Independen  (IPEWG) atas masalah ini di bulan Agustus lalu.

Penghentian semua kegiatan operasional PT. RAPP di wilayah tersebut pun diambil hingga SAC dan IPEWG dapat mengevaluasi laporan yang dikeluarkan Jikalahari. Karena itu, serangkaian rekomendasi dibuat untuk APRIL dan PT. RAPP telah memberikan tanggapan memuaskan terhadap masalah tersebut.

Informasi tertulis terkini telah disampaikan kepada SAC dalam Rapat SAC 16 Oktober 2020.”

Dalam laporan SAC tersebut, APRIL memberikan perkembangan terkini berikut:

Keterlibatan PT. RAPP di blok Dayun dimulai pada 1996 ketika RAPP memperoleh izin konsesi untuk beroperasi di daerah tersebut. Pada saat APRIL mendapatkan izin konsesi lahan, blok tersebut sudah terdegradasi parah akibat pembukaan lahan secara ilegal, perambahan dan kerusakan akibat kebakaran bertahun-tahun, termasuk pembangunan sejumlah besar saluran drainase dan pengembangan kelapa sawit liar.

Sebagian besar degradasi lahan dipicu oleh pembangunan jalan untuk memfasilitasi

kegiatan eksplorasi migas nasional, yang membuka jalur ke kawasan tersebut.

Selain itu, permasalahan  klaim masyarakat atas lahan kawasan dan perbaikan drainase ilegal juga terjadi. Faktor-faktor tersebut menyebabkan kawasan tetap tidak dikelola dan berisiko tinggi mengalami kebakaran tahunan; hingga baru-baru ini, ketika klaim lahan masyarakat mulai diselesaikan.

Penilaian High Conservation Value (HCV) rampung tahun 2015 sebelum kegiatan penanaman dimulai kembali. Penilaian tersebut, yang diterbitkan di Dasbor Keberlanjutan APRIL, memastikan kawasan mana saja yang cocok untuk kegiatan hutan tanaman industri.

Kementerian Lingkungan Hidup dan Kehutanan Indonesia telah menyetujui penggunaan lahan tersebut, sesuai dengan yang disebutkan di dalam RKU dan patuh pada peraturan yang berlaku. Rencana tersebut juga ditinjau oleh IPEWG seperti yang diwajibkan dalam  SFMP 2.0 kami.

Kegiatan kemudian dihentikan sementara pada 2016 menyusul perubahan peraturan serta klaim lahan oleh masyarakat. Pada 2019, perubahan peraturan dan kesepakatan dengan masyarakat setempat memungkinkan lahan seluas 1.625 hektar di luar puncak kubah gambut dapat ditanami secara sah dan sesuai dengan SFMP 2.0 kami.

Baru-baru ini, PT. RAPP memulai kembali penanaman di daerah tersebut, menyusul penyelesaian klaim lahan masyarakat yang sudah berlangsung lama. Kegiatan itu meliputi penanaman untuk kebutuhan serat, pembersihan dan pembangunan saluran baru untuk meningkatkan pengelolaan air dan mengurangi risiko kebakaran. Bersamaan dengan kegiatan itu, kawasan pelestarian baru seluas 256 hektar dibangun di sudut Barat Laut blok, memperluas zona penyangga di antara blok tersebut dan Taman Nasional Zamrud yang berada di dekatnya.

RAPP ikut dalam pertemuan dengan pemangku kepentingan setempat, termasuk LSM dan perwakilan masyarakat, yang diselenggarakan Pemerintah Kabupaten Siak pada 8 September 2020. Pertemuan tersebut membantu menjernihkan segala kekhawatiran terkait dengan kegiatan di atas.

Diskusi akan dilanjutkan dengan kelompok masyarakat mengenai klaim tanah di sisa 2.478 hektar di blok Dayun, di mana saat ini tidak ada kegiatan APRIL sampai resolusi tercapai.

Prosedur Penyelesaian Sengketa Lahan APRIL juga tunduk pada assurance tahunan KPMG. Per Desember 2019, sesuai dengan Laporan Keberlanjutan APRIL 2019, PT. RAPP memiliki perkebunan seluas 28.249 hektar yang saat ini tidak aktif karena sengketa lahan, yang belum terselesaikan. Angka tersebut lebih rendah dari 31.979 hektar perkebunan tidak aktif pada 2018.

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
