インドネシアでの持続可能なビスコースの生産と自然林伐採との関係を主張する報道が、2021年12月11日(シンガポール時間)にアメリカのニュースチャンネルNBCで放送されました。その中では、RGEが世界有数のビスコース生産者で、エイプル社は原料の供給元とされました。これに対しエイプリル社は、当社やサプライパートナーによる自然林伐採の事実はないことを示す、わかりやすく説得力のある証拠をNBCへ示しました。

NBCは、エイプリル社のオープンマーケットサプライヤーのうちの7社が、2015年以降にカリマンタンの数十万ヘクタール自然林伐採に責任があるのではという疑惑について調査しており、この放送の数週間前から、私たちはNBCと話し合いをしていました。NBCのデータを精査し、エイプリル社の内部情報を確認し、現地調査を行った後に、NBCは、110万ヘクタールのコンセッションエリアにおいて、疑惑の土地は6年間で30マイル平方(7,770ヘクタール、全コンセッションエリアの0.7%)にすぎないと認識を改めました。

自社の土地被覆変化に関するデータと、第三者保証によって裏付けられる事実をNBCにそのまま提示し、彼らの主張についてさらに議論しました。その後放送された内容には、エイプリル社の説明と自然林伐採はしていないという言質が含まれ、自然林伐採がないことを明確にした2015年以降のRGEの「顕著な進展」についても触れました。

透明性を図るために説明を加えますが、私たちの調査により、NBCがもともと主張していた10,526ヘクタールの土地の自然林伐採というのは、通常のプランテーション運営サイクルとして、植林木を伐採し、苗木を植えるというプランテーションの運営サイクル、またはコンセッションエリア内の地域農業用に分与された土地での伐採・植林であったことが分かりました。NBCで報道されたように、天然の森林を伐採するような行為はないことは明らかです。

また、自然林伐採があったと主張されたそのほかの1,414ヘクタールについては、そのすべてが地続きの一区画ではなく、エイプリル社のサプライヤーのコンセッションエリアに広がる無数の小さな区画で構成され、第三者による侵入や荒廃であるとか、雲やヘイズ(煙害)、早朝や深夜などの時間的要因で、リモートセンシングのアルゴリズムにエラーが発生した結果であったことが判明し、この事実も報道に含まれました。

パルプ、紙、ビスコースの国際的な需要の高まりが、より大規模な自然林伐採につながっているという、NBCの番組で報じられた懸念に関しては、エイプリル社もサプライヤーも当てはまるものではありません。エイプリル社は、森林コンセッションの拡大は考えていないことや、将来的な木材需要の高まりには現存のプランテーションの生産性を向上させるなど、現在のサプライチェーンで対応していく考えを明らかにしました。

NBCはまた、エイプリル社のサプライヤーであるPT Adindoがコンセッションエリア内で自然林を伐採していたという疑惑にも触れました。2020年にこの疑惑が持ち上がった時に、エイプリル社はサプライヤーとともに調査を行い、これは根拠となる事実が欠如しているとして、全てのデータやマッピングの事実を公開しました。現在でもその事実は変わりません。

インドネシアの土地を開拓し、プランテーションを開発したことで、火災の危険性が高まったという主張については、エイプリル社は厳格な火災ゼロ方針を数十年間守り、この方針はサプライヤーも順守を義務付けられています。火災発生時の素早い対応や、焼畑に頼らない農耕技術の実践を地域コミュニティと協働し奨励している「ファイア・フリー・ヴィレッジ・プログラム(FFVP)」を通じて、より広い地域コミュニティで、火災発生の抑制に大きな成果をあげています。

SFMPの継続とAPRIL2030の進展
エイプリル社とそのサプライヤーは、自然林の伐採をしない固い約束と、工場ではプランテーションで調達された再生可能な木材のみ使用することを含む「持続可能な森林方針2.0(SFMP2.0)」をしっかりと守っています。2015年にこの方針が導入されて以来、エイプリル社とサプライヤーは方針を遵守し自然林の伐採はないと、独立した監査機関が確認しています。

さらに、2020年11月、エイプリル社は気候、自然、人々に関する「APRIL2030」を採択しました。この、より持続可能な将来のための10年間のビジョンには、土地の利用による炭素の排出を大幅に減らしネットゼロを達成すること、保存・修復エリアの純損失をなくすこと、再生可能なプランテーションからの生産が自然林と生物多様性を保護する助けとなるような豊かなランドスケープ保全の擁護者となること、地域コミュニティの包括的な発展、事業の持続可能な成長などの目標が含まれます。プランテーション面積1ヘクタールに対し1ヘクタールの森林保護を達成する1:1の約束も継続して実行しています。現在までに、目標の81%を達成しました。

NBCとの一件で、エイプリル社のSFMP 2.0遵守、保証プロセス、サプライヤーの弛まぬ努力、土地被覆変化モニタリングの確実性・正確性をさらに確信する結果となりました。これからも、自然林伐採を疑う声には真剣に対応し、自分たちの方針と事業を継続するため、すべてのサプライヤーとともに問題に取り組んでいきます。

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
