第3年目を終了したエイプリル・グループのファイア・フリー・ヴィレッジ・プログラム(FFVP)は、参加コミュニティ数が最多を記録、ノーバーン(野焼き廃止)ヴィレッジ報奨金の給付額も最高となりました。カーボン・コンサーベーションによる第三者NGO年次評価報告のダウンロードはこちらから。

FFVPは、エイプリル社の発案でスタートし、同社によって運営されている火災防止プログラムです。毎年の乾季に多発する悲惨な火災は、多数の死者を出し、大きな環境被害と物的損害をもたらし、インドネシアおよび近隣諸国の人々の健康に脅威となっています。

FFVPは第3年目となり、エイプリル社は、 エイプリル社持続可能性方針――特に伝統的な野焼き慣習に付随する重大リスクの削減へのコミットメント――に従って、エイプリル社ファイア・フリー・ヴィレッジ・プログラムに関する第三者評価をカーボン・コンサーベーションに依頼しました。

FFVPは5つの要素から構成されています。その一つノーバーン・ヴィレッジ報奨金は、野焼きを止めたコミュニティに対しインフラ・プロジェクト資金を提供するというものです。

カーボン・コンサーベーションの報告によると、2017年のFFVP参加コミュニティ18村のうち15村がノーバーン報奨金全額を受給しました。エイプリル社戦略的火災防止責任者クレイグ・トリボレットは、これは、火災防止の重要性がコミュニティに浸透したことの証拠だと説明します:

「ノーバーン報奨金は、コミュニティがFFVPを十二分に活用するようになっていることを示す重要な指標です。FFVPの啓蒙や能力構築の要素が効果を上げていること、つまりコミュニティが主体的にプログラムを実践し、レジリエント(火災に強い)になっていることを示す証拠です。」

また、「火災防止と法的措置を重点とする政府のサポートがあったことも重要です。政府サポートは、コミュニティレベルでの行動変化を後押ししました」と、トリボレットは指摘します。

FFVPは2014年に火災リスク評価プロセスを通じて特定された27村を対象にスタート、2017年には新たに9村が参加しました。FFVP対象エリアはリアウ州の622,112 haに広がっています。このほか、リスクが小さいと識別された50村を対象に、学校ベースのファイア・アウェア・コミュニティ・プログラムが展開されています。

トリボレットは続けて、「FFVPのコミュニティ主権という要素では、2018年に18村がファイア・レジリエント・コミュニティとして認定され、他のコミュニティの模範となっています」と語ります。

「コミュニティが主体者となることで大きな変化が生じました。現在、これらのコミュニティは当社の火災防止コミュニティの一部となっています。ソーシャル・メディア・アプリなどITを活用したコミュニケーション促進や知識と資源の共有が進んでいます。

プロジェクトの進展状況を評価したカーボン・コンサーベーションによると、野焼き面積は2016年の390.6 haから2017年には159.3 haに減少しました。これは、参加コミュニティとの了解覚書に記された総対象面積についてみると42.6%の減少に相当します。今年の結果は、2014年(352,146 haのうち618 haで野焼きが行われた)から全体で97%減少したことを示しています。

報告書では、延焼面積の大半は、遠隔地(大部分はプログラム参加村落の管理域外にあり、対応活動は困難であった)で発生した2件の火災によるものである点を指摘、この2件を除いた火災による延焼面積は合計5haに過ぎないと述べています。

報告書は成功要因として、コミュニティレベルでの火災管理方法のたゆまぬ改善、ローカルコミュニティや学校での啓蒙および協働、ならびに地方自治体政府機関やローカルNGOにおける火災防止戦略の重要性認知の広まりを上げています。そして、これらの要因ひとつひとつが、火災ゼロ・ランドスケープに向かう連続的前進に寄与したと述べています。さらに、コミュニティ・リーダーやエイプリル社チームが重要な役割を果たしている点も報告書は指摘しています。

「エイプリル社の人員は、ローカルコミュニティのリーダーや担当するコミュニティに対して働きかけを続け、調整に重要な役割を担っている」、さらに「今日までの着実な努力と活動の成功は、大部分、エイプリル社の人員の、ローカルコミュニティの文化の微妙なニュアンスを尊重する能力に負うところが大きい」と、報告書は記しています。

報告書は結論として、FFVPプログラムの質と量の両面での成功は、短期的な刺激要因――特に報奨金、クルー・リーダーおよびコミュニティ意識プロジェクト――が参加コミュニティに大きなプラス影響となったことを実証していると述べています。

FFVPプログラムの成功は、リアウ州そしてインドネシア全国のコミュニティの今後について説得力のあるケーススタディとなるでしょう。

ファイア・フリー・ヴィレッジ・プログラム(FFVP)について

ファイア・フリー・ヴィレッジ・プログラム(FFVP)はインドネシア・リアウ州で2015年に7月にスタートした火災防止プロジェクトです。ローカルコミュニティとの緊密な協力を基盤に、NGO、政府、警察、軍、さらにリアウ州防災局のパートナーシップのもと、社会教育、啓蒙、および野焼きのマイナス影響に関する意識強化のプロセスを通じて根本的な原因の解決を図ることを狙いとしています。コミュニティが開墾や耕作準備を野焼きに頼らずに各自の社会・経済・健康・教育・環境保護能力を構築可能となるようサポートすることを目的とした3段階構成のプログラムで、現在は第2段階にあります。FFVPの3段階は次の通りです:

  • コミュニティ防火意識確立(FAC): 本格的なFFVPの活動に先立つ予備的な社会教育と活動。関係性の構築および学校アウトリーチなどのイニシアチブが中心となります。現在、リアウ州全域の50村が、この第1段階にあります。
  • ファイア・フリー・ヴィレッジ・プログラム(FFVP): 5分野(詳細は下記に説明)にわたって展開される2年間のプログラム。啓蒙、対応資機材確保および支援が中心項目となります。まず最初に報奨金などの援助提供によるノーバーン(野焼き廃止)農業の導入を試みます。現在、9村がFFVP段階の活動に積極的に取り組んでいます。
  • ファイア・レジリエント(火災に強い)コミュニティ確立(FRC): FFVP段階の「修了」後は報奨金支給の対象外となりますが、エイプリル社の支援は引き続き提供されます(ローカル・クルーリーダー支援継続を含む)。今回、初めて18村がFRC段階に進みました。

ファイア・フリー・ヴィレッジ・プログラム(FFVP)の構成要素

  • ノーバーン・ヴィレッジ報奨金: 伝統農法=野焼きによる開墾や耕作準備からの脱却を図るためのインセンティブ。村の管理エリア内での野焼きを廃止したコミュニティに対し、コミュニティ・インフラ・プロジェクトを経済的に支援します(報奨金の給付)。
  • ヴィレッジ・クルーリーダー: エイプリル社と契約して火災防止活動の中心となり、村レベルでの防火専門家として機能するローカルコミュニティ人材を登用。火災モニタリング、報告、およびエイプリル社から提供された知識/トレーニングの普及を担当します。
  • 農業支援: 開墾用機械の使用やノーバーン農法などを含めて、さまざまな持続可能な農法の導入による農地管理を支援します。教育、機械設備、資金、労働力の形での援助提供も含まれます。
  • コミュニティ防火意識: 野焼き農法の危険やコミュニティの健康へのマイナス影響について意識向上を図ります。FACプログラムと一部重複する要素で、長期的な社会化/行動・姿勢の変化を狙いとしています。
  • 大気品質モニタリング: 2016年に、微粒子(<PM10)検出装置7台を設置、リアウ州内およびエイプリル社コンセッションエリア内&周辺域の大気の質を定期的にモニタリングしています。

カーボン・コンサーベーションについて

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
