Pada Forum Bisnis yang Bertanggung Jawab untuk Pangan dan Pertanian 2016, yang diselenggarakan di Jakarta pada akhir APRIL, pembicara Lucita Jasmin dari Grup APRIL berbicara tentang kontribusi perusahaan untuk whitepaper yang diprakarsai oleh Dewan Bisnis untuk Pembangunan Berkelanjutan Singapura dan mitranya Syngenta, ‘Pertanian Efisien, Perkonomian yang Kuat di ASEAN: Perspektif Sektor Swasta untuk Pembuat Kebijakan‘.

“Pada bagian bab kami, kami memutuskan untuk fokus pada suatu tantangan penting yang juga, dalam pandangan kami, merupakan suatu kesempatan besar untuk pembangunan berkelanjutan di Indonesia dan di kawasan ASEAN. Ini adalah perlindungan dan konservasi sumber daya hutan.”

Di Indonesia, ada sekitar 50 sampai 60 juta orang yang bergantung pada hutan untuk mendukung mata pencaharian mereka, dan sekitar 30 juta di negara ini masih hidup di bawah garis kemiskinan. Dalam menghadapi tekanan ekonomi dan sosial yang signifikan tersebut, kami telah menyaksikan bagaimana hutan yang tidak dikelola rentan terhadap degradasi, kebakaran, konversi ilegal dan praktek pertanian yang tidak berkelanjutan lainnya.

Pandangan kami, berdasarkan lebih dari dua dekade pengalaman mengelola lahan, adalah bahwa konservasi dan perlindungan hanya bisa terjadi jika ada manajemen aktif di tempat. Membiarkan hutan tidak terjaga dan tidak dikelola bukan merupakan pilihan. Sektor swasta dapat memainkan peran penting dalam mengelola hutan secara bertanggung jawab baik untuk produksi, konservasi dan restorasi.

Pada pengalaman saya di Program Lingkungan PBB (UNEP), salah satu konsep utama yang kami bicarakan dengan pemerintah adalah tentang pemisahan – berusaha untuk memutuskan hubungan pembangunan dari sumber daya alam. Dengan kata lain, tetap ada pertumbuhan bahkan jika kita berada dalam lingkup operasi aman bagi bumi serta kapasitas regeneratifnya.

Kontribusi yang kami buat dalam bab ini adalah untuk menggambarkan bagaimana industri berbasis hutan di Indonesia dapat mendorong pergeseran terhadap pemisahan dengan menyeimbangkan produksi dan perlindungan dan konservasi hutan.

Cara yang kami lakukan ini adalah dengan mengadopsi pendekatan bentang alam, yang bagi perusahaan adalah sebuah strategi yang mengintegrasikan keharusan konservasi, pertumbuhan ekonomi dan inklusivitas sosial dalam kerangka holistik.

Pendekatan bentang alam juga tentu berarti kita mengadopsi pandangan yang lebih luas atas peran bisnis untuk konservasi.

Dengan ilustrasi, bab kami menguraikan bagaimana manajemen pencegahan kebakaran terintegrasi dalam pendekatan bentang alam pada konservasi dan perlindungan. Pengelolaan pencegahan kebakaran tidak dapat dilakukan secara terpisah. Ini perlu menjadi bagian dari faktor:

  • Pertama, merancang bentang alam dengan cara dimana hutan tanaman melindungi kawasan bernilai konservasi tinggi, dan di mana manajemen tingkat air yang efektif pada lahan gambut dilaksanakan
  • Kedua, memastikan bahwa tanggung jawab dari kegiatan deteksi dini dan pemadaman api yang efektif di dalam dan di luar batas-batas konsesi dilakukan
  • Dan terakhir, melihat pencegahan kebakaran jangka panjang dengan cara bekerjasama dengan masyarakat tentang alternatif pembukaan lahan yang tidak menggunakan pembakaran

Pendekatan holistik ini telah menunjukkan hasil yang sangat menggembirakan dalam pengurangan insiden kebakaran baik di daerah operasional maupun lahan masyarakat pada saat terjadi  El Nino terburuk pada tahun 2015.

Bab kami juga menawarkan sejumlah rekomendasi kepada para pembuat kebijakan. Panggilan utama, bagaimanapun, adalah untuk kerangka konservasi yang kuat, lebih holistik yang melibatkan manajemen aktif dan perlindungan dari risiko perambahan, degradasi dan pembakaran; dan yang mengintegrasikan kebutuhan dan peran masyarakat.

Akhirnya, ‘Perekonomian yang Lebih Kuat’ dalam konteks ASEAN hanya dapat dicapai jika ada aspek inklusivitas untuk itu. Mengaktifkan pembangunan ekonomi di tingkat pedesaan secara krusial apa yang akan juga mengatasi tantangan lingkungan kita.”

Method

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
