エイプリル社は、同社のプランテーション木材の一般市場のサプライヤーのひとつであるPT.アディンド・フタニ・レスタリ(PT. AHL)に関するアウリガ・ヌサンタラからの一連の質問に回答した。

アウリガによる質問は、2015年から2020年にかけてのPT AHLの営業地域における天然林の破壊または損失は、エイプリル社の木材サプライチェーンに適用される同社の持続可能な森林管理ポリシー2.0(SFMP 2.0)に違反しているのではないか、というものであった。また、アウリガはPT. AHLおよびエイプリル社、同社の親会社であるRGEの株主構成における未発表の関係についても質問を寄せていた。

アウリガに対して回答する際に、我々はアウリガが主張した地域において森林破壊は起きていないという総合的な証拠を共有し、SFMP 2.0の公約に何ら違反していないと述べた。また、我々はエイプリル社またはRGEがPT. AHLの株式を所有しているのではないかという主張についても、PT. AHLがエイプリル社へ行った回答をアウリガに伝えた。

森林破壊およびSFMP違反の主張

アウリガの意見に対するエイプリル社の回答としては、PT. AHLは2014年2月のHCV評価の要件を完全に満たしており、下記に示す地図(地図1~4)を含むエグゼクティブ・サマリーは、弊社の持続可能性ダッシュボードにおいて利用可能である (AHL HCV)。

これらのHCVの結果に基づけば、PT. AHLは現在、89,181ヘクタールつまり全営業地域の47%を保全していることが重要である。これはプランテーション開発を行った全営業地域の26%にあたる50,388ヘクタールのほぼ倍である。これはつまり、1.8:1という非常に高い保全・プランテーション比率であるということである。

我々は森林破壊に対する主張を深刻に受け止め、地上検査測定を含む調査後に、森林破壊または弊社のSFMP2.0ポリシーの違反は起きていないことを確認した。調査結果は以下のとおり。

  • 2015年6月3日から2020年8月31日のあいだに、8,387ヘクタールのプランテーションがPT. AHLにおいて開発された。これらはいずれも特定されたHCV地域に位置するものではない。これは当初のHCVの地図の分析およびリモートセンシング分析による2015年および2020年のHCVおよび保全地域を示した地図の比較によって証明されている(地図5 2015~2020年の森林被覆の比較を参照のこと)。
  • 総面積8,387ヘクタールのプランテーション開発は、リモートセンシング技術を専門とする環境コンサルタントであるPT.ハットフィールド・インドネシアによって独自に確認されたとおり、2015年5月15日までに完了している。ハットフィールド社の分析によれば、これらの地域はHCV地域ではなく、エイプリル社のSFMP2.0の満了日である2015年5月15日以前に伐採したものである。以下の写真1~4を参照のこと
  • 8,387ヘクタールのうち、6,058ヘクタールは泥炭地に分類されており、これらのいずれも保護対象であるピートドームの山頂地域ではない。(MOEF FEG地図SK.130/2017)
  • APRIL社が取引している全木材サプライヤーと同様に、PT. AHLは弊社のSFMP公約の一環として、KPMGによる年に一度の社内デューデリジェンスプロセスおよび独自保証を受けている。KPMG社の監査報告書は公開されている(KPMG)。また、PT. AHLはエイプリル社の土地被覆変化モニタリングシステムを受けており、森林被覆におけるあらゆる変化について毎月ランドサットのデータを分析している。
  • アウリガがエイプリル社に対する文書に示したとおり、2015年6月3日~2020年8月31日の期間におけるプランテーション開発活動は、インドネシアの法規制にのっとっており、エイプリル社のSFMP2.0公約およびHCVガイダンスにも準拠している。

所有権および組織構造
AHLは、2015年から2019年までの期間にわたり、エイプリル社の主要サプライヤーのひとつである(サプライヤーマップ)。

エイプリル社はPT. AHLからの回答をアウリガと共有したが、そのなかでその株式所有について明確にし、PT. AHLの株式はエイプリル社またはRGEの株主によって保有されていないことを明確に宣言した。これはさらに、PT. AHLとエイプリル社またはRGEとの間の事業所有権または事業上の結びつきについてのその他の主張も却下するものであった。

KPMG社による保証

また、アウリガは一般市場のサプライヤー、特にPT. AHLに適用されるものとして、KPMG社の保証についての質問も提示した。

  • KPMG社はエイプリル社によるSFMP公約の実施のステークホルダー諮問委員会のガイダンスの下で年度監査を受けている。この監査はさまざまなステークホルダーとの間で協議して定めた指標について完了している。
  • KPMG社は2018年4月9~12日の期間に、総合的な事務審査に先立ち、その保証プロセスの一環としてPT. AHLを視察している。
  • KPMG社の報告書では「一般市場のサプライヤーについては、一切の新規開発はこれまで特定されていないが、サプライヤーからのすべての情報を受理したわけではない」と述べられている。これにより、改善の余地(OFI#1)が生じた。
  • OFI#1はエイプリル社の土地被覆変化(LCC)モニタリング手順に関するものであり、新規の開発を特定するのに用いられる。KPMG社はまだ確認されていない一般市場のサプライヤーからのLCCは511ヘクタール残っており、その大部分(82%)は1社のサプライヤー(PT. AHLではない)に関係するものであると述べた。
  • OFI#1はその後手順を改善し、サプライヤーからの報告を得て終了した。
  • この保証報告書は公開されており(2017年度報告書)、その他すべての年次報告書も公開されている(全報告書)。

最後に、我々はアウリガを招待してPT. AHLの事業活動を視察し、我々が提供したデータを地上検証し、ステークホルダーに対する最終報告書に完全な回答を含めるよう求めた。また、アウリガの報告書が公開された際、さらなる疑惑が示された場合、我々は今後、この回答を更新する機会を得ることになるであろう。

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
