6年連続の火災ゼロ継続、特定された動植物のリストの拡大および新たな生物多様性調査イニシアティブが、最新のリアウ環境回復(RER)進捗報告書のハイライトとなっています。

2013年に設立されたRERプログラムでは、カンパール半島やスマトラ島東部沿岸のパダン島にある150,693ヘクタールもの泥炭湿地林を回復・保護しています。2019年度の報告書ではプログラムの年間達成項目が公表されており、RER諮問委員会会長のベイ・スー・キアン氏は「これは長期的な資金調達や、業界や市民社会、共同体間での緊密な連携によって達成されうるものの好例である」と述べています。

当年度の報告書において特に際立っている活動領域は以下の3つです。

生物多様性および調査
RER内で特定された種のリストは、引き続き増加傾向にあります。広範囲にわたるカメラでの撮影や鳥類のモニタリング、植物相調査によって、2018年度には759種であったものが、2019年度には797種もの動植物が記録されました。これには76種の哺乳類が含まれており、なかでも絶滅危惧種であるスマトラトラをはじめとするスマトラに生息する6種のネコ科動物のうちの5種や、7種の霊長類、307種の鳥類、106種の爬虫類・両生類、および190種の植物が含まれています。

これら797種のうちの多くが保全が懸念される対象となっており、うち57種は国際自然保護連合(IUCN)のレッドリストに、それぞれ危急(36)、絶滅危惧(13)および絶滅寸前(8)として列挙されています。また、ワシントン条約(CITES)のリストに掲載された114種、およびインドネシア政府がまとめた106種も、保護の対象となっています。

また2019年には、新たな調査イニシアティブが開始されました。昆虫調査がはじめて実施されましたが、これはトンボやイトトンボを含むトンボ目に特化したものです。また、哺乳類がアカシア植林地と泥炭湿地林の境目において、どのように適応するかについて調査する予備調査も実施されました。

また、RERチームはスマトラ大規模トラ類調査およびインドネシア全国トラ類保全プログラムの後援により、カンパール半島に生息するトラについての初の調査を実施するため、ヤヤサンSINTAS(インドネシア自然・絶滅危惧種保護プログラム)との連携を始めました。

火災ゼロ
2019年は2002年以来、同地域において最も乾燥した年度でした。カンパール半島では平年よりも35パーセントも低く、またパダン島では平年よりも15パーセント低い降雨量であり、RERの区域内で計測可能な降雨のなかった日が43日もありました。その結果、一年のおよそ半分で中程度から高程度の火災危険率を記録しました。

こうした試練にもかかわらず、RERチームは6年連続でカンパール半島およびパダン島の保全地域内において火災頻発地帯ゼロおよび火災ゼロを記録しています。この成果はまた、活発な火災パトロール活動や共同体との正式合意、ならびに積極的な開墾作業がなかったことなどによるものでした。

環境調査キャンプ
RERの運営能力を強化し、学術的・科学的調査の焦点ともなっている新たな環境調査施設の設立が現在進行中です。設立は2019年4月に始まり、その後強力な企画立案の取り組みが行われています。設立が完了すれば、この施設にはRERチームの運営拠点および現地事務局を置き、科学者や調査員、熱帯泥炭地林の独特の性質やその生態系について、バランスの取れた生産・保全モデルの一環として調査する機会を提供する予定です。

2019年には、学生や学界、顧客、企業からの視察団、マスコミ、保全活動家などを含む120組以上のステークホルダーがRERを視察しました。これらの現地視察は、ステークホルダーが熱帯泥炭地林を保全・保護する際に発生する課題の規模を把握するのに重要な役割を果たしています。環境調査施設はその経験をより高め、深めるものとなるでしょう。

The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
