ファイヤー・フリー・アライアンス(FFA)の各会員は、スマトラ島における政府主導の火災防止を支援する取り組みを強化し、特に同地域における火災頻発地点やそれに関係する火災件数の増加についての報告を行っています。

2016年3月に発足したファイヤー・フリー・アライアンスは、インドネシアの焼畑により生じる長年にわたる火災および煙害の問題に対処するために設立された、林業および農業の関連企業を含む任意のマルチ・ステークホルダーの団体です。ウィルマー社やムシム・マス社、アジアン・アグリ社、IOI社、サイム・ダービー社、PMヘイズ社、IDH社、エイプリル社が参加しており、エイプリル社のファイヤー・フリー・ビレッジ・プログラムを先駆けとするコミュニティの参画を通じて、火災防止に関する知見や情報を共有するなど連携を図っています。

近年のFFA会員による取り組みにより、火災件数が大幅に減少し、またコミュニティにおける子どもやお年寄り、その他の社会的弱者に対する煙害の影響も大幅に減少しています。最新の年次報告では、防火活動に参加したコミュニティの総数は、FFA会員による啓発活動によって2016年の416か所から現在の468か所に増加し、実に24パーセントの増加であったとFFAは報告しています。

リアウ州ペカンバルで先月開催された防火に関するワークショップでは、FFAの会員は火災防止プログラムの実施を支援するツールの継続的な開発だけでなく、火災事象に対する対応および管理のための国際基準であるインシデント・コマンド・システムを利用した人員の訓練の増強も行うと確約しました。

ワークショップの期間中、FFAの会員はインドネシア国家防災庁および気象気候地球物理庁の代表から、インド洋において生じる海面水温の不規則な変動であるインド洋ダイポールモード現象によって生じる最近の乾季の状況についての説明を受けました。この現象により、7月から9月にかけての乾季におけるリアウ州の降水量は通常よりも少ないものとなっています。

「乾季の長期化はこれまでも農地の開墾のための焼畑の増加と結びつけられてきたが、この数週間に繰り返し発生しているのを見ると、集団で行動を起こす必要が高まったと言える」と、エイプリル・グループの持続可能性オペレーションマネージャーであり、FFAの現議長であるクレイグ・トリボレット氏は述べています。

「2015年には、焼畑農業の伝統を持つ村における教育および人材育成を通じて、火災によってダメージを受けた土地の面積を最小化することができた。火災管理および防止の知見および成功事例を共有することで、FFAはこの取り組みをほかの地域にも拡大することができるはずだ」と、彼は付け加えました。

最近実施されたペカンバルでのワークショップは、業界間ならびに政府組織・非政府組織において知見を共有し、火災防止能力を高めるFFAの取り組みの一環として行われたものです。

「私たちの取り組みの一環として、また政府のプログラムを支援するため、われわれはこれまで、ジャンビ州や西カリマンタン州において実施した火災防止プログラムのような数々の火災管理イニシアティブに関わってきました」と、ヤヤサン・IDH社の会長フィトリアン・アーディアンシャー氏は述べています。「FFAの真価は地域ごとに行われる火災防止プログラムの規模拡大に寄与しているということであり、インドネシアでの火災の急増や火災頻発地点の増加に対処するために不可欠なものとなっています」

FFAの会員であるムシム・マス社もまた、「マシャラカット・ベバス・アピ(Masyarakat Bebas Api)」として知られるインドネシアの火災防止村落プログラムを実施しています。2016年以降、同社はおよそ500,000ヘクタールにわたる地域を含む71の村落と合意書を交わしており、これは同社の営業区域のおよそ2倍の面積です。

「FFAのほかの企業同様、われわれは焼畑によるマイナス面や、焼畑に変わる手法についての啓発活動をコミュニティにおいて推進しています。特に現時点での官民両部門のあいだで資源や成功事例を共有しているという点で、FFAは火災防止を支援するうえで重要な役割を果たしていると信じています」とムシム・マス社の持続可能なサプライチェーン部長のオリヴィエ・ティチット氏は述べています。

ワークショップにおいて、会員は火災防止や緊急事態管理についてのプランニングやトレーニングサービスを提供しているオーストラリアのコンサルタント会社ファイヤーグラウンドの役員たちと共同で、インシデント・コマンド・システムの成功事例についての概要を提供しました。

「われわれは緊急対応管理およびその手順について、エイプリル社のチームをトレーニングしています。また現在、FFA会員との成功事例の更新情報について共有する機会を持っています」とファイヤーグラウンド社CEO、デイヴ・ヒッチコック氏は述べています。「知見や専門知識を共有することによってのみ、さまざまな官民両部門の当事者たちがリアウ州およびスマトラ島の火災および煙害に対する永続的なソリューションを達成できるでしょう」

火災防止活動は焼畑による火災の影響を低減するための最も効果的なソリューションとして、広く認められています。エイプリル社のクレイグ・トリボレット氏は「とはいえ、火災防止は予防、鎮圧、回復といったより広範な火災管理のフレームワークの一環であり、最終的には他のFFA会員との活動を連携させ、スマトラ島やインドネシアのその他の地域における政府の火災防止イニシアティブを効果的に支援できるよう努めています」と述べています。

The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
