先ごろからのインドネシアにおける火災およびその結果としての煙害(ヘイズ)は国内はもとより国際的にも重大問題となっています。火災の根本原因と火災続発への対処には、多方面のステークホルダーの協調的アプローチが不可欠です。

過去数週間、APRILは、火災に対する当社の姿勢と活動についてステークホルダーやメディアとの積極的な対話を続けてきました。昨今の火災は多数のNGOやメディアが報告書や記事に取り上げ、そのなかにAPRILも言及されています。以下、火災予防&消火に関するAPRILの過去および現在の活動について全ステークホルダーのみなさまに最新情報をお知らせします。

現在の状況

現在スマトラ地方を見舞っている煙害は、遠くシンガポールやクアラルンプールにも影響をあたえています。煙害の最大の原因は、スマトラ島南部のジャンビ州、およびボルネオ島やカリマンタン島で発生している火災ですが、リアウ州の火災も一端を担っています。火災の煙は、ジャンビ州をはじめとするスマトラ島南部からの卓越風に乗って北に流れ、APRILが事業展開するリアウ州を横切り、マレー半島に至ります。スマトラ島南部やジャンビ州だけでなく、カリマンタン島やボルネオ島で発生した火災もシンガポールの煙害発生源の一つです。

全体として、APRILの事業活動には重大な影響は生じていません。保全林や保護林を含めて、コンセッションエリア内での火災発生は比較的少数にとどまっています。

D9月1日~24日の期間についてのGlobal Forest Watchのデータによると、リアウ州のホットスポット全体の88%は木質繊維コンセッションエリア外であり、APRILと傘下のサプライヤに関係するものは2%です。本年8月末の時点で、APRILは384のホットスポットを特定しており、そのうち火災と確認されたのは8%です。全ホットスポットのうち102件は、15件の単独火災関連のものでした。これらは殆どが延焼面積1ha未満の小規模火災で、迅速な発見、消火、報告、調査が行われました。このホットスポットと火災の比率は、APRILの事業活動地域の過去のパターンとほぼ変わりありません。9月、APRILと傘下サプライヤのコンセッションエリア全体で18件のホットスポットが確認されましたが、そのうち14件は1件の火災関連でした。

APRILでは、NASAベースの2システム――NOAAおよびMODIS衛星――からホットスポットと火災に関するデータを取得しています。このデータから、面積1.1km2の枠内の温度異常を識別可能です。その他、Aqua、TerraおよびSNPP(環境森林省)のデータも受領、加えてAPRILの自社火災監視塔やCCTVで収集した情報も活用されています。一部のデータソースでは整合性が認められないこともあり、各ホットスポットについて24時間以内に実地検証および報告が行われ、データ誤差の縮小に努めています。火災対応・消火活動は、コンセッションエリア内外を問わず24時間体制を敷いています。APRILコンセッションエリア外の最大5kmの範囲内での14件の火災の消火を支援しました。

APRILは、インドネシア政府の関係規制を完全順守しています。2件の火災事故――1件はAPRIL(PT RAPP)コンセッションエリア内、もう1件は傘下サプライヤのコンセッションエリア内――の報告後、原因の詳細調査のため火災現場一帯は環境森林省による囲い込み措置が行われています。

PT RAPP火災はペララワン北部ダユン・ブロックで発生しました。PT Caltex Pacific Indonesiaの管理域と重複する一帯で、ローカルコミュニティ間の紛争地であり、大半はコミュニティのオイルヤシ栽培地です。被災したサプライヤ・コンセッションはPT SRLブロック3(Kubu)にあり、未解決の土地紛争や不法拡張の歴史はHTI(産業プランテーション林)許可取得時に遡ります。結果として、APRILは、プランテーション開発を含めて事業活動を展開できないままです。一帯はしばしばオイルヤシ・プランテーション開発目的の不法拡張が行われており、先ごろの火災は、不法拡張に拍車を掛けるかたちとなっています。APRILは2件の火災調査に全面的に協力しています。

火災防止・消火への全体的アプローチ

APRILは過去数年間、火災防止に熱心に取り組んできました。ローカルコミュニティの支援および奨励としてファイアフリーヴィレッジ・プログラムをはじめ各種活動を進めており、このイニシアチブはプログラムに参加した村々で着実な成果――火災件数の減少と焼き畑面積削減――を上げています。

APRILは、900万USドルを投じて消化能力の充実に努めています。現在、ヘリコプター2機、プロペラ船2艘、監視塔39基、ポンプ482台を備え、さらにリアウ州の39村の724名のボランティアに対する消防トレーニングを実施しています。APRIL製造拠点の近くに新設された火災調整センターは、APRILとサプライヤのコンセッションエリア全域を対象として火災モニタリング&消火の管理において支援を提供しています。

APRILは、科学ベースの責任ある泥炭地管理に取り組み続けており、単独プロジェクトとしてはリアウ州内で最大規模の泥炭地回復プロジェクト「リアウ生態系回復(RER)プロジェクト」の保護と管理を進めています。RERプロジェクトは総面積150,000 ha、今年のような特別に厳しい乾季に他の生態系回復エリアが火災と不法拡張防止に苦闘している中で、火災ゼロの記録を誇っています。

現在の危機的な火災状況は、全ステークホルダーの協働による建設的で協調的な取り組みを必要としています。APRILは、この活動に前向きに取り組んでおり、今後も、インドネシア政府、ローカルコミュニティ、さらに他のステークホルダーを支援し、永続性のある解決策を追求し続けます。

Method

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
