ファイアフリーアライアンス(FFA) メンバーから、火災防止活動の改善が報告されました。特に、火災防止に取り組むコミュニティが2016年の416から2017年468と24%増加、メンバーの意識向上活動が成果を上げたことを明らかにしてます。こうした成果は、2017年中の東南アジア全域の 火災&煙害の再発防止火災&煙害の再発防止

FFAメンバーは2018年も各自のプログラムを継続・前進させました。活動の焦点は、 ファイアフリービレッジ・プログラムの要素6項目の実践です――火災防止&モニタリング、コミュニティ開発サポート、焼き畑ゼロビレッジ賞、機械による耕地準備の提供、意識向上&トレーニング、そして煙害モニタリング。2018年の最新報告書は、2019年第2四半期に発行される予定です。

エイプリル社では、自社FFAツールキットの最新化を含めた活動に取り組みました。その成果は、2017年11月のペカンバル技術ワークショップでFFAパートナーにシェアされました。さらに、2017年には新たに9村がプログラムに参加したことや(参加コミュニティは合計77)、「防火意識の高いコミュニティ」プログラムの追加も報告されています。エイプリル社ファイアフリービレッジ・プログラムでは、18村落のうち15村が、年間を通じ じて焼き畑ゼロを実現し経済的報酬を受け取りました。

エイプリル社だけではありません。Sime Darby社のコミュニティベースの火災防止プログラムは、2017年、新たにパレムバンおよびジャンビの2州の9村落が対象エリアに加わりました。またMusim Mas社は、了解覚書(MOU)を交わした70村落のうち45村は報告期間中の火災発生がゼロであったと報告しています。さらに、Asian Agri社も、同社のファイアフリービレッジ・プログラムの参加村落は、2016年の9村から2017年は16村に増加したことを報告しています。

FFAは、農林業企業を中心にNGOやその他の関係協力機関やパートナーをメンバーとするマルチステークホルダー・ボランティア組織です。エイプリル社のほかにも、Asian Agri、IOI、Musim Mas、Sime Darby、Wilmar、IDH、PM Hazeなどが参加しています。FFAメンバーは、インドネシアで長期問題化している森林や焼き畑に起因する火災と煙害問題の解決に取り組んでいます。また、長期的解決策の実現を目指し、協力活動の一環として知識・情報や資源の共有を積極的に進めています。

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
