エイプリル社は5年前、インドネシア共和国スマトラ島リアウ州の重要な泥炭林エリアを保護・回復させる目的でリアウ生態系回復(RER)プロジェクトを発足させました。この間に、RERはカンパール半島とペダン島の約150,000ヘクタールの泥炭林を保護、評価、回復、管理するためのプログラムを開始しました。

この間のRERの業績―火災ゼロ、浸食ゼロ、不法伐採ゼロから、希少種や絶滅危惧種を含む、広範な生物多様性の識別と評価に至るまで―が、シンガポールで開催された持続可能な開発のための世界経済人会議(WBCSD)の最近の年次総会で認められました。

200人を超えるWBCSD代表が出席したエイプリル社主催のRER5周年記念レセプションで、エイプリル・グループ会長兼RER諮問委員会会員のベイ・スー・キアン氏は、本プログラムに向けたエイプリル社支援の背景にあるモチベーションについて次のように説明しました。「当社がこのプログラムを支援するのは、当社が行うことはなんであろうとコミュニティ、国、気候、顧客にとってプラスになければならず、プラスになる場合のみ企業にとってプラスになる、という当社の企業理念と一致しているためです」。

RERは、プランテーション1ヘクタールについて1ヘクタールの森林を保全するというエイプリル社のコミットメントに貢献しており、インドネシア環境林業省が交付した60年生態系回復ライセンスによって実行可能となっています。また、RERは、エイプリル社の保全・景観保護のコミットメントと国連の持続可能な開発目標(SDG)との整合性を図っています。

ベイ氏は、エイプリル社のパートナーであるFauna & Flora International、BIDARA、Laskar Alamが行った取組みについても感謝の意を表しました。「RERチームは伝統的なコミュニティ活動が保護されること、また、社会経済活動が支援されるだけでなく持続可能であることを確保するために尽力しています。プログラムの長期的成功に極めて重要なこのエリアのコミュニティとの良好な仕事上の関係を築くには私たちのパートナーが必要不可欠なのです」。

責任ある企業フォーラム―SDG達成に向けた活動のためのパートナーシップ

エイプリル社の事業運営とSDGとの整合性を図る旨のエイプリル社のコミットメントがシンガポールで最近開催された責任ある企業フォーラムで繰り返し伝えられました。ベイ氏は「2030年の世界を形成する:SDG達成に向けた活動のためのパートナーシップ」と題された本イベントのオープニングスピーチで、SDG達成に向けた活動の開始によって、エイプリル社の事業運営の影響を評価する手段と、状況に応じて今後の投資決定を支援する手段が提供されたと述べました。

また、ベイ氏は「2015年後期に目標達成に向けた活動を開始したことで、SDGと当社の5Cとの整合性を図る絶好の機会を見出すことができました。SDGの利点について申し上げますと、私たちはSDGによって2つの主要な課題を検討することができます。すなわち、現地コミュニティのニーズを満たしているかどうか、そして私たちの事業運営の影響をいかに評価し報告するのかという課題です。SDGは、これを実現するための共通語を私たちに提供しています」とも述べています。

ベイ氏は、SDG達成に向けた取組みとの整合性を図るべくエイプリル社が実施している取組みにより、重要度の高いSDGとエイプリル社が事業運営しているリアウ州内の地域の重要度の高いSDGとを比較することができると述べました。「これにより私たち全員が同じ方向に進んでいるかどうか確認することができます。最後に、SDGはグローバルコンセプトですが、現地コミュニティ間の仲裁ができるようUNDPのような利害関係者と協調しています」。

保全計画のスペシャリスト、アンソニー・セバスチャン

責任ある企業フォーラムでは、保全計画のスペシャリストでありRER諮問委員会会員でもあるアンソニー・セバスチャン氏もスピーチを行いました。セバスチャン氏は気候変動対策に関するワークショップで広範な森林景観管理の重要性について述べ、スマトラ島、特にカンパール半島の荒廃した湿地帯の回復におけるRERプログラムの重要な役割について強調しました。

「実際のところ湿地帯の回復は湿地帯の保護と同様に重要ですが、森林や湿地帯を元の状態にすることは不可能です。ですから、回復に関しては目標を設定すること、また関係当事者が自ら達成したいことを明確にしておくことが大切です」。

「回復は、森林や湿地帯が荒廃または喪失した生態系機能の復元に関係しています」。

セバスチャン氏は、RERプログラムによる作業の進展について指摘しました。「現在、私たちはカンパール半島の湿地帯についてより包括的に理解しています。そこに何が生息しているのか、どのように機能しているのか、事態を改善する必要があるのはどこかについて把握しています。カンパール半島の湿地帯の自然や機能を深く理解しない限り景観を回復することはできません」。

「カンパール半島は広大な景観を備えています。だからこそ回復させる価値があるのです。大規模に事業を展開している場合には成功するチャンスが増します。景観の回復に挑み、生物多様性を誇るエリアの保護支援を行うための資源とモチベーションを持つさらに多くの企業を私たちは必要としています」。

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
