APRIL telah memberikan tanggapan atas sejumlah pertanyaan yang diajukan Greenpeace berdasarkan analisis yang mereka lakukan terkait dugaan kebakaran serta area-area yang terbakar di konsesi APRIL antara tahun 2015 dan 2019. Tanggapan kami pada Greenpeace sekaligus membarui tanggapan komprehensif yang sudah kami sampaikan pada Greenpeace atas laporan mereka tentang topik yang sama pada September 2019, dan turut memasukkan data kebakaran dari tahun sebelumnya.

Berdasarkan data yang telah diverifikasi di lapangan, kami menolak klaim Greenpeace yang menyatakan bahwa terdapat lahan seluas 10.220 hektar terbakar di konsesi APRIL dan pemasok di tahun 2019. Total area terbakar di konsesi APRIL dan konsesi mitra pemasok kami di tahun 2019 telah diverifikasi seluas 30 hektar, sedangkan total area terbakar yang telah diverifikasi di tahun 2015 s.d. 2019 ialah 1.912 hektar.

Sebagai latar belakang, APRIL telah menyampaikan peta area konsesi perusahaan kepada Greenpeace pada bulan Oktober 2018 yang mencakup area konsesi mitra pemasok dan juga sejumlah pemasok pasar terbuka kami. Kami juga menyampaikan peta konsesi yang sama kepada World Resources Institute setiap tahunnya guna mendukung platform pemantauan mereka, yaitu Global Forest Watch. Peta konsesi rantai pasok kami juga terbuka bagi publik dan dapat dilihat di Dasbor Keberlanjutan.

Fakta Kebakaran
Dalam tanggapan kami pada Greenpeace, kami menggunakan kesempatan tersebut untuk kembali menjelaskan perbedaan antara data APRIL yang telah dicek di lapangan dan angka-angka yang disebutkan Greenpeace berdasarkan analisis yang mereka lakukan. Tanggapan kami didukung oleh data detail yang diambil berdasarkan citra satelit Landsat 7 dan 8.

Pada September 2019, kami menyampaikan kepada Greenpeace bahwa total area yang terbakar ialah seluas 1.304 hektar, yang mencakup area konsesi APRIL dan pemasok antara tahun 2015 dan 2018, dan bukanlah 55.600 hektar sebagaimana diidentifikasi oleh Greenpeace. Dua data yang mengakibatkan perbedaan ini ialah terkait PT SRL (pemasok), dengan area yang terbakar dipastikan seluas 757 hektar, sedangkan laporan Greenpeace mencatat angka 14.700 hektar; dan PT SSL (pemasok), dengan area yang terbakar pada periode tersebut telah diverifikasi mencapai seluas 112 hektar, sedangkan laporan Greenpeace mencatat angka 11.600 hektar.

Sebagaimana telah kami sampaikan dalam tanggapan pada bulan September 2019 lalu, APRIL telah mengidentifikasi isu teknis dan prosedural yang mungkin mendasari besarnya angka-angka perkiraan data kebakaran yang disampaikan Greenpeace:

  • Operasi pemanenan kayu di hutan tanaman industri kerap tercatat sebagai area terbakar, karena analisis otomatis tidak bisa membedakan antara area yang kayunya dipanen dan area yang terbakar.
  • Data yang dianalisis Greenpeace tidak ada yang diperiksa hingga ke lapangan, yang merupakan praktik standar penting dalam melakukan identifikasi, verifikasi, dan koreksi atas analisis berdasarkan pengindraan jarak jauh.
  • Tutupan awan dan bayangan awan sangat mempengaruhi daya interpretasi atas citra/gambar yang diperoleh dari jarak jauh, karena menghalangi pandangan atau menimbulkan bayangan pada permukaan tanah. Isu ini biasanya muncul dalam penggunaan analisis otomatis.
  • Hotspot (titik panas) terbukti merupakan metodologi yang tidak memadai dan tidak andal dalam mendeteksi dan melaporkan kebakaran pada kondisi alam tropis yang lembap. APRIL melakukan pengecekan lapangan atas 100% hotspot yang ada di dalam atau bersebelahan dengan area konsesi kami, dan berdasarkan pengalaman kami bertahun-tahun melakukan verifikasi lapangan kami tahu bahwa lebih dari 90% hotspot yang dilaporkan bukanlah kebakaran.

Citra Landsat berikut ini menjadi contoh area yang dalam analisis Greenpeace diidentifikasi sebagai area terbakar, yang sesungguhnya merupakan operasi pemanenan kayu dari wilayah hutan tanaman industri dan tidak terkait dengan kegiatan pembakaran. DIsamping verifikasi lapangan, citra dari Landsat 7 dan 8 yang memuat detail area operasional APRIL juga mendukung analisis yang kami lakukan. Kami telah membuka kesempatan bagi Greenpeace untuk melakukan pengecekan lapangan pada area-area yang mereka sebut terbakar, dan kami dapat memberikan klarifikasi teknis lebih lanjut bila diperlukan.

Sanksi terkait kebakaran

APRIL dapat mengkonfirmasi sanksi administratif yang dikeluarkan oleh pemerintah pada periode 2015 s.d. 2019 dalam kaitannya dengan kebakaran (lihat Tabel 2). Sanksi-sanksi tersebut sifatnya administratif, yang mengharuskan dilakukannya tindak lanjut demi memperkuat kepatuhan terhadap aturan pemerintah, dan bukanlah tindak pidana. Sanksi-sanksi yang dikenakan terkait dengan beberapa isu pengelolaan lahan, termasuk kebakaran ilegal akibat perambahan dan kegiatan pengembangan oleh masyarakat.

Pendekatan APRIL dalam penanggulangan kebakaran
APRIL merupakan satu-satunya perusahaan di provinsi Riau yang tiap tahun mengumumkan periode Bahaya Kebakaran antara 1 Juli hingga 30 September di seluruh area konsesi perusahaan dan mitra pemasok. Hal ini penting dalam strategi penanggulangan kebakaran yang lebih luas dalam melakukan Pencegahan, Persiapan, Penanganan, dan Pemulihan, yang secara spesifik difokuskan pada upaya mengurangi dampak kebakaran dan kabut asap.

Pencegahan kebakaran amatlah penting, dan program unggulan kami yaitu Fire Free Village Program (FFVP), atau Desa Bebas Api, secara erat bekerjasama dengan masyarakat setempat untuk mengganti pemakaian api sebagai alat untuk mengolah lahan. Per 31 Desember 2019, total area lahan yang tercakup dalam FFVP – melalui kemitraan dengan sekitar 80 kelompok warga – ialah 753.604 hektar, area yang luasnya hampir sepuluh kali Singapura. Pada periode 2014-2019, FFVP telah membantu mengurangi hingga 90% dampak kebakaran dan kabut asap .

Kami terus berinvestasi dalam upaya pemadaman kebakaran – senilai hingga lebih dari US$9 – serta melakukan pantauan canggih untuk memantau hotspot (titik panas) melalui satelit pada dua sistem NASA – satelit NOAA dan MODIS yang menunjukkan anomali termal dalam area seluas 1,1km² – yang melengkapi data dari menara pemantau kebakaran dan CCTV. APRIL memiliki tiga menara pemantau kebakaran setinggi 30 meter, 50 menara setinggi 18 meter, dan 50 menara CCTV setinggi 65 meter. Sebagai bagian dari upaya pencegahan, kami juga menanggapi kebakaran yang terjadi hingga 3 km di luar area konsesi kami serta mendukung kegiatan pemadaman kebakaran yang dilakukan pemerintah daerah.

Kami sepakat bahwa kebakaran merupakan ancaman utama bagi hutan dan kehidupan, dan kami akan terus mendukung pemerintah Indonesia, masyarakat setempat, dan pemangku kepentingan lainnya dalam mengatasi tantangan ini.

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
