RERは国連の「生態系回復の10年」宣言を歓迎します

「国連による最近の「生態系回復の10年」宣言は2021年を始期として、2030年までに3億5,000万ヘクタールの劣化した土地の回復を目指すものであり、生態系回復が全世界的な温室効果ガス排出削減に欠かせないだけでなく、持続可能開発に一役買うという極めて重要な役割も担うという、最も強力なシグナルを送っています。」

最新版の「リアウ生態系回復プログラム(RER)進捗報告書」に寄せた前書きの中で、RGE議長兼RER諮問委員会議長のBey Soo Khiangは、気候変動の影響緩和と生物多様性の保護に向けた1つの戦略としての生態系回復に対する全世界的認識の高まりを肯定することにより、同プログラムの5周年を祝いました。

この見識は2018年版進捗報告書によって支持され、同報告書ではリアウ地域で続く無火災の状態に地元地域が果たす役割と並ぶ生物多様性の進歩を強調しています。

2013年にAPRILによって設立されたRERは、スマトラ島リアウ州のカンパール半島とパダン島にある150,000ヘクタールの泥炭地森林における生物多様性炭素貯蔵量の回復および保全に向けた、官民の組織を結集する共同プロジェクトです。この面積はおおよそロンドンに匹敵し、スマトラ島に残る最大のスンダ低地熱帯泥炭森林を代表する区域の1つです。

生物多様性の進歩

2018年版進捗報告書では、RERにおける生物多様性リストに記載の動植物が2017年の717種から2018年には42種増えて759種となったという点に注目しています。内訳は植物が36種、哺乳類が1種、鳥類が5種です。2018年に、劣化した58ヘクタールの森林の回復を目指し、6,700本以上の樹木が植えられました。

一方、カンパール半島での管理・保全活動に関するバードライフ・インターナショナルによるモニタリング評価の結果、この区域に現在304種の鳥類が生息し、前回の調査から128種増えていることが判明しました。

RER-Rhinoceros Hornbill

サイチョウ(Buceros rhinoceros)は「IUCNレッドリスト」において危急種(VU)に分類され、RER区域で見つかった304種の鳥類の1つです。

さらに節目となったのは「Mammals of the Kampar Peninsula: An Annotated Checklist(カンパール半島の哺乳類:注釈付きチェックリスト)」という報告書の公表で、これは17の全世界的絶滅危惧種を含む73種の哺乳類の存在を強調しています。「IUCN絶滅危惧種レッドリスト」において近絶滅種として記載されているスマトラトラ(Harimau Sumatera)とスンダセンザンコウ(Manis javanicaの2種がいずれも文書に記録されています。

同進捗報告書では、RERチームと地元環境保護担当機関、リアウ州天然資源保護庁(BBKSDA)の間での協力による、鳴き鳥競技のための季節的なタイヨウチョウ捕獲(制限なく続く状況を放置すると地元個体群が絶滅の危機に瀕するおそれがある)の規制に向けた取り組みにも注目しています。

無火災

2018年も引き続き、RER区域では火災が発生しませんでした。4年連続で、RER森林区域内ではホットスポットも火災も発生しませんでした。これは防火計画の実施に向けた近隣コミュニティとの直接の連携はもとより、整地活動に火を使わないことを確保すべく森林使用者や漁業者とも連携する日々のパトロールの成果でもあります。

水理学的回復も同じく進歩を遂げた分野で、30基のダムが建設された結果、総延長38.1 kmの13本の水路が閉じられました。現段階で、RERは10年間の目標を38%達成し、既に総延長65.4 kmの21本の水路を閉じ、53基のダムを建設しました。

コミュニティおよび協力

同進捗報告書では、RER区域周辺で暮らすコミュニティとの協力も強調しています。2018年にRERは16ヘクタールにわたる8つのコミュニティを支援し、火を使わない野菜畑の維持と創出に取り組みました。パダン島で、RERは地元コミュニティと共同でのナマズ養殖計画も試験的に実施しました。2018年9月に初めて漁獲が行われた結果、地元コミュニティの所得が7,350米ドル増えました。

これらはいずれも、ファウナ・フローラ・インターナショナルおよび地元NGOのBIDARAやLaskar AlamをはじめとするRERのパートナー抜きには達成できなかったことでしょう。RERプログラムに取り組んできた仲間やパートナーの努力を認めつつ、Bey氏は次のように述べました。「過去5年間、私共は真の成長を遂げ、一致団結して豊富な見識と知識を結集しました。国連の「回復の10年」がこのように幸先の良いスタートを切ったおかげで、私共は経験を共有し、有意義に持続する全世界的プログラムに貢献する機会に恵まれています。」

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
