Selaku Ketua Stakeholder Advisory Committee (SAC) APRIL Group, dengan ini saya sampaikan ringkasan dan laporan lengkap hasil dari audit independen yang dilakukan oleh KPMG Performance Registrar Inc. (KPMG PRI).

Audit ini dilakukan untuk memantau perkembangan dari pelaksanaan Kebijakan Pengelolaan Hutan Berkelanjutan 2.0 (Sustainable Forest Management Policy 2.0 /SFMP 2.0) oleh APRIL Group. SAC memberikan kepercayaan kepada KPMG PRI untuk melakukan audit secara menyeluruh di tahun 2016 dan hasil audit tersebut diharapkan mampu memberikan informasi yang  objektif kepada para pemangku kepentingan atas kinerja APRIL dalam pelaksanaan SFMP 2.0.

Adapun dalam pelaksanaan audit dan pembuatan laporan, seluruh anggota SAC telah menyetujui Kerangka Acuan (ToR) untuk laporan ini dan telah memeriksa hasil temuannya.

Seperti yang anda ketahui, APRIL Group mengumumkan SFMP 2.0 pada tanggal 3 Juni 2015, komitmen yang berlaku bagi seluruh usaha APRIL, termasuk para pemasoknya.

Komitmennya termasuk menghentikan penebangan hutan alam, pembukaan lahan hanya pada kawasan non hutan, pengembangan pendekatan bentang alam (landscape approach) untuk mengoptimalkan konservasi hutan, pembentukan Kelompok Kerja Pakar Gambut (Independent Peat Expert Working Group /IPEWG), serta berbagai upaya untuk memastikan keterlibatan masyarakat lokal.

Laporan KPMG disusun secara independen bertujuan untuk menilai dan memverifikasi perkembangan pelaksanaan SFMP 2.0 oleh APRIL dari tahun pertama kebijakan tersebut diumumkan sampai dengan Juni 2016. Perlu diketahui, hasil laporan ini telah dipresentasikan oleh KPMG kepada SAC pada bulan Desember 2016.

Untuk melakukan audit dan penulisan laporan, KPMG PRI melaksanakan beragam kegiatan yang terdiri dari kunjungan ke wilayah operasional APRIL, pemeriksaan laporan metodologi dan data perusahaan, kunjungan ke lahan konsesi pemasok, wawancara dengan pemangku kepentingan utama serta beriinteraksi reguler dengan SAC.

Berikut merupakan beberapa hasil penemuan KPMG:

  1. Perusahaan secara umum telah berhasil menegakkan moratorium sesuai dengan komitmen yang ada; hanya ditemukan beberapa ketidakpatuhan minor (sebagian besar oleh pemasok)
  2. Pabrik kertas (paper mill) APRIL telah menghentikan penggunaan kayu hutan alam terhitung sejak bulan December 2015 dan tidak memperoleh izin baru selama periode ini.
  3. Saat ini terdapat kurang lebih 421.000 hektar lahan konservasi dan restorasi ekosistem, di mana 90% tergolong kawasan hutan
  4. Perusahaan telah memelopori pengembangan secara bentang alam yang terletak di Semenanjung Kampar dan Pulau Padang
  5. Berdasarkan hasil pantauan lapangan dapat disimpulkan bahwa seluruh proses pengembangan lahan gambut dilaksanakan sesuai dengan rekomendasi yang diberikan oleh IPEWG.
  6. APRIL telah mengikuti aturan kerja yang ditetapkan oleh The International Council of Forest and Paper Association (ICFPA) dan The National Council for Air and Stream Improvement (NCASI) dalam menyusun profil emisi gas rumah kaca di pabrik-pabrik APRIL sebagai acuan intensitas gas rumah kaca dalam produksi pulp dan kertas untuk mengukur peningkatan kualitas di masa depan.
  7. Proyek-proyek infrastruktur sosial yang dilakukan maupun didukung oleh perusahaan bernilai sekitar USD 300.800; 288 beasiswa pendidikan; kontrak dengan 172 Usaha Kecil dan Menengah oleh PT. RAPP; dan beberapa forum pemangku kepentingan. Disamping itu, APRIL mengestimasi terdapat lebih dari 1.000 komitmen-komitmen lain yang telah dibuat bersama dengan pemangku kepentingan selama periode ini. Sekitar 286 komitmen tersebut telah dipenuhi dan/atau masih dalam proses implementasi.
  8. Tidak ada operasi baru selama periode tersebut yang dapat memicu perlunya kesepakatan dengan masyarakat setempat. Sebuah komitmen kunci untuk memperbarui tata kelola (Standard Operating Procedure/SOP) penyelesaian keluhan (Grievance Resolution Mechanism) dipenuhi pada tahun 2016.
  9. APRIL dan mitra pemasok jangka panjang mengidentifikasi sebanyak 273 kebakaran terjadi di area konsesi yang disebabkan oleh pihak ketiga. Kerugian dari kebakaran hutan seluas 756 hektar ini lebih kecil apabila dibandingkan dengan luas 2,6 juta hektar area hutan yang hilang akibat kebakaran hutan di Indonesia pada tahun 2015.
  10. Di tahun 2015 dan 2016, APRIL telah mengembangkan sebuah sustainability dashboard yang dapat diakses oleh publik. Dashboard tersebut memberikan informasi tentang daftar pemasok, peta-peta konsesi dan informasi mengenai areal dengan penilaian Nilai Konservasi Tinggi (High Conservation Value/ HCV).

Selain itu, laporan ini mengidentifikasi tiga (3) bentuk ketidakpatuhan terhadap syarat pengimplementasian SFMP 2.0 selama periode pelaporan, yang dimana dua (2) ketidakpatuhan tersebut telah diperbaiki/ditangani oleh perusahaan. Terdapat pula 28 potensi pengembangan yang meliputi metode pengumpulan data, presentasi serta implementasi aspek-aspek SFMP 2.0 lainnya.

Audit independen ini akan dilakukan secara berkala setiap tahunnya dimana hasil dari audit tahun pertama akan berperan sebagai acuan atau baseline untuk menentukan target minimalisasi risiko ketidakpatuhan dan membantu pengidentifikasian peluang perbaikan di tahun yang akan datang. SAC akan terus mengawasi APRIL dalam usahanya memenuhi komitmen dan menjamin kerahasiaan dan objektivitas dalam setiap proses penilaian.

Method

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
