Anggota Fire Free Alliance (FFA) meningkatkan upaya untuk mendukung pencegahan kebakaran yang diprakarsai oleh pemerintah di Sumatera, di tengah meningkatnya jumlah titik api dan kebakaran di wilayah tersebut.

Didirikan pada Maret 2016, Fire Free Alliance adalah kelompok multi-stakeholder sukarela yang mencakup perusahaan Kehutanan, Perkebunan dan organisasi masyarakat yang dibentuk untuk mengatasi masalah kebakaran dan asap yang terus-menerus timbul akibat pembakaran lahan di Indonesia. Perusahaan yang termasuk didalamnya adalah Wilmar, Musim Mas, Asian Agri, IOI, Sime Darby, PM Haze, IDH, serta APRIL, yang berkolaborasi serta saling berbagi pengetahuan dan informasi tentang pencegahan kebakaran melalui pemberdayaan masyarakat seperti program Fire Free Village yang dipelopori APRIL.

Upaya yang baru-baru ini dilakukan oleh Anggota FFA secara signifikan mengurangi jumlah kebakaran dan dampak kabut asap terhadap anak-anak, orang tua dan masyarakat yang rentan. Dalam laporan tahunan terbarunya, FFA menyoroti peningkatan jumlah komunitas yang terlibat dalam kegiatan pencegahan kebakaran dari 416 pada 2016 menjadi 468 saat ini, dan peningkatan kesadaran terhadap kegiatan mitra FFA sebesar 24 persen.

Pada lokakarya musim kebakaran yang diadakan bulan Juli di Pekanbaru, Riau, Anggota FFA berkomitmen untuk terus mengembangkan perangkat dalam membantu pelaksanaan program pencegahan kebakaran, serta meningkatkan pelatihan pasukan pemadam kebakaran dengan pelatihan Incident Command Systems, yang merupakan standar internasional untuk menindaklanjuti dan mengelola insiden kebakaran.

Selama lokakarya berlangsung, Anggota FFA diberi pengarahan oleh perwakilan dari Badan Nasional Penanggulangan Bencana (BNPB) dan Badan Meteorologi Klimatologi dan Geofisika (BMKG) tentang fase kering yang terjadi saat ini, yang disebabkan oleh Dipole Samudera Hindia – goyangan acak dari suhu permukaan laut yang berasal dari Samudra Hindia. Hal tersebut menyebabkan curah hujan yang lebih rendah dari biasanya di Provinsi Riau selama musim kemarau antara Juli dan September.

“Fase kering yang berkepanjangan biasanya disertai dengan peningkatan pembakaran untuk pembukaan lahan pertanian,” kata Craig Tribolet, Sustainability Operations Manager, APRIL Group dan Chairperson FFA. Kami mengamati bahwa kejadian ini kembali berulang dalam beberapa pekan terakhir, sehingga upaya bersama semakin dibutuhkan.”

“Pada 2015, kami dapat meminimalkan jumlah lahan yang rusak akibat kebakaran melalui edukasi dan pengembangan kemampuan masyarakat di desa-desa mengenai sejarah pembakaran. Melalui berbagi pengetahuan dan praktik terbaik dalam manajemen dan pencegahan kebakaran, FFA dapat memperluas pendekatan ini ke wilayah lain,” tambahnya.

Lokakarya yang baru-baru ini dilaksanakan di Pekanbaru adalah bagian dari komitmen FFA untuk secara terbuka berbagi pengetahuan dan mengembangkan kemampuan pencegahan kebakaran di seluruh industri serta di antara mitra pemerintahan dan non-pemerintah.

“Sebagai bagian dari pendekatan bentang alam dan untuk mendukung program pemerintah, kami turut berpartisipasi dalam sejumlah inisiatif manajemen kebakaran, seperti Fire Prevention Program yang kami jalankan di Jambi dan Kalimantan Barat,” kata Fitrian Ardiansyah, Executive Chairman Yayasan Inisiatif Dagang Hijau (IDH). “Manfaat dari keberadaan FFA adalah membantu meningkatkan program pencegahan kebakaran secara regional dan hal ini sangat penting untuk mengatasi merebaknya kebakaran dan titik api di Indonesia”.

Anggota FFA lainnya, Musim Mas, menjalankan program serupa Fire Free Village Program di Indonesia, yang dikenal sebagai Masyarakat Bebas Api. Sejak 2016, perusahaan telah menandatangani perjanjian dengan 71 desa yang mencakup wilayah sekitar 500.000 hektar, atau sekitar dua kali luas area konsesi perusahaan.

“Seperti perusahaan lainnya di FFA, kami berupaya untuk mendorong kesadaran masyarakat tentang dampak negatif dari penggunaan api, dan metode alternatif untuk memadamkan api. Kami percaya bahwa FFA memiliki peran penting dalam mendukung pencegahan kebakaran, dalam hal berbagi sumber daya dan praktik terbaik antara sektor publik dan swasta, terutama saat ini,” kata Olivier Tichit, Director of Sustainable Supply Chain, Musim Mas.

Pada lokakarya tersebut, dihadiri oleh eksekutif dari FIREGROUND, yakni konsultan asal Australia yang menyediakan layanan perencanaan dan pelatihan tentang Pencegahan Kebakaran dan Manajemen Keadaan Darurat, dengan memberikan tinjauan umum praktik terbaik untuk Incident Command Systems kepada peserta lokakarya..

“Kami melatih tim APRIL dalam manajemen dan prosedur tanggap darurat, dan kini diberi kesempatan untuk berbagi perkembangan terbaru dengan anggota FFA,” kata Dave Hitchcock, CEO FIREGROUND. “Hanya dengan berbagi pengetahuan dan keahlian para pelaku sektor publik dan swasta memiliki kemampuan untuk mencapai solusi jangka panjang untuk situasi kebakaran dan kabut asap di Riau dan Sumatra.”

Pencegahan kebakaran dikenal secara luas sebagai solusi yang paling efektif untuk mengurangi dampak kebakaran lahan, kata Craig Tribolet. “Tetapi pencegahan kebakaran adalah bagian dari kerangka kerja manajemen kebakaran yang lebih luas, yang mencakup persiapan, penanggulangan dan pemulihan. Pada akhirnya, kami ingin mengordinasikan kegiatan dengan anggota FFA lainnya, sehingga kami dapat secara efektif mendukung inisiatif bantuan kebakaran dari pemerintah  di Sumatra dan di bagian Indonesia lainnya.”

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
