「必要なのは、子どもの声に耳を傾けることです」――テルクビンジャイ村のパク・ムスリ村長は力強く語ります。この村長の言葉は、エイプリル社の学校プログラム「ファイアー・フリー・ヴィレッジ」の重要性と同プログラムがリアウ州の火災防止に果たす役割を、単刀直入に説明しています。

この学校プログラムは、昨年、コミュニティ意識イニシアチブ「ファイアー・フリー・ヴィレッジ・プログラム(FFVP)」の一つとして開始されました。2016年は、リアウ州内の50の小学校、児童2.513名を対象としたアウトリーチ活動を実施し、 昨年のカーボン・コンサベーション(CC)社のFFVPに関する第三者レビュー )では、活動のプラス影響が高く評価されました。50校のうち18校のある村がFFVPプログラムに参加しており、他の学校も、広く展開されている「ファイアー・アウェア・コミュニティ(防火意識の高いコミュニティ)」プログラムの参加村落にあります。

このプログラムは2017年も継続され、新たに28の小学校、1,944名の児童が総合学習の一環としてファイアー・フリーの景観の重要性を学びます。子どもたちは、学んだメッセージを家庭に持ち帰り、家族の間で話題にするでしょう。2017年後半には、州内18の中学校を対象とする別バージョンのプログラムも展開されることになっています。

学校プログラムの発端となったのは、エイプリル社とペカンバルを拠点とするNGO「ブルー・グリーン」が合同で2015年末に設置したエイプリル社コーポレートコミュニケーション&コミュニティ開発チームです。同チームは、学校プログラムをリアウ州の学校のカリキュラムに組み入れることを教育省に提案しました。教育省は、学校プログラムが地域の火災防止と煙害(ヘイズ)阻止のための長期ビジョンの一つとなると認め、チームの提案を速やかに承認しました。

小学校向けプログラムは、児童が火災防止の重要性やファイアー・フリー景観の便益を理解しやすいよう、子どもの興味をそそる「コミック本」を中心に組み立てられています。

エイプリル社火災防止責任者でブルー・グリーンとの合同チームのリーダーでもあるサイラル・アリミは説明します:「コミック本はとても重要です。なぜなら、問題を政府やNGOや教師と同じように理解してもらうには、子どもたちが理解できる「彼らのことば」で説明する必要があるからです。」

コミック本は、ブンガ(花のキャラクター、女の子)とアラム(自然のキャラクター、男の子)の2人の主人公を通して、火災が健康や勉学にどのような影響を及ぼすか、また火災防止がどのようにヘイズ問題解決につながるかを説明していきます。

しかし、メッセージは児童だけに向けられたものではありません。サイラルは、「子どもの親への影響力は非常に大きいものがあります。子どもたちは家に帰り、『これからは、野焼きは止めてね』と家族に言うでしょう。子どもの声に心を動かされる家庭は少なくないと思います。」と付け加えます。

ブルー・グリーンのチームは、エイプリル社ファイアー・フリー・ヴィレッジ・チームの常勤メンバーのリアナ・エカワティと一緒に、毎日、多数の小学校を訪問しました。訪問先の学校では、環境を大切にすること、火災は動物の命を脅かし、ヘイズや大気汚染は人間の健康を危険にさらすことを児童に説明し、締めくくりに、火災やヘイズに関する自分たちの経験をポスターに描いてもらいます。

チームは、1~2週間後に学校を再訪し、児童の描いたポスターを鑑賞し表彰します。サイラルは言います:「ポスター作品を見せてもらうのはとても楽しみですし、子どもたちが問題を非常に深く理解したことに驚かされます。この問題に強い関心を持っていることが実に明白です」。

8月から9月にかけて、学校プログラムは中学校向け段階に移行します。中学校向けプログラムではコミック本の代わりに短い映画を数本製作します。また、中学生にはポスターではなく、煙害(ヘイズ) についてどう考えるかをテーマとする作文が課題として与えられます。

サイラルは言います:「エイプリル社の活動は今後も続けられます。子どもと彼らの家族を対象とするプログラムだけでなく、教師向けのプログラム――指導や授業の継続的な一部分としての火災防止教育の最良の進め方を理解してもらうことに的を絞ったプログラム――も展開していきます。若い世代の教育は、長年の野焼き慣習の廃止に向けた新しい動きの確立にも役立ちます。そして、これこそが、長期的な変化を実現するためのカギなのです。」

パク・ムスリ村長は、プログラムの重要性は明々白々だと次のように語ります:「法律や規則を説明するだけでは、子どもには伝わりません。しかし、この方法なら子どもがきちんと理解できます。そして、将来的に私たちみなにとって役立ちます。」

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
