Situasi kebakaran hutan di Indonesia bersama dengan kabut asapnya saat ini menjadi permasalahan serius baik di tingkat nasional maupun internasional. Hal ini harus ditangani dengan pendekatan kolaboratif dan melibatkan berbagai pemangku kepentingan untuk secara komprehensif mengatasi akar penyebab pembakaran atas serentetan kebakaran saat ini.

Selama beberapa pekan belakangan ini, kami secara proaktif berkomunikasi dengan para pemangku kepentingan dan media mengenai situasi kebakaran hutan yang kami hadapi. Sejumlah media dan LSM  telah menerbitkan laporan dan berita mengenai situasi terkini, yang beberapa di antaranya menyebut APRIL. Di sini, kami menyediakan informasi terkini bagi seluruh pemangku kepentingan kami mengenai langkah yang diambil APRIL, saat ini dan pada masa lalu, dalam mencegah dan menekan kebakaran hutan.

Situasi Saat Ini

Kabut asap kebakaran hutan yang mengepung Sumatera, yang telah menyebar sampai ke Singapura dan Kuala Lumpur, sebagian besar disebabkan oleh kebakaran hutan di Jambi, Sumatera Selatan, Kalimantan, serta beberapa kebakaran yang juga terjadi di Riau. Angin yang berhembus dari Jambi dan Sumatera Selatan dapat membawa asap bergerak ke utara melalui Riau di mana lokasi operasional kami berada, dan terus bergerak ke Semenanjung Malaya. Kabut asap yang mengepung Singapura umumnya juga berasal dari Sumatera Selatan dan Jambi, namun bisa juga dari kebakaran hutan di Kalimantan.

Secara keseluruhan, belum ada dampak signifikan terhadap kegiatan operasional kami. Wilayah konsesi APRIL secara umum bebas dari api, termasuk area restorasi dan konservasi kami.

Data Global Forest Watch pada periode 1 September hingga 24 September mengindikasikan bahwa 88% titik api di Riau terjadi di luar konsesi serat kayu, dimana APRIL dan pemasoknya tercakup dalam 2% titik api. Pada akhir Agustus ini, APRIL telah mengidentifikasi 384 titik api, yang 8% di antaranya dikonfirmasi sebagai kebakaran hutan. Lebih lanjut, 102 titik api ini berhubungan dengan 15 insiden kebakaran terpisah. Kebakaran ini rata-rata bersifat kecil yakni kurang dari satu hektar dan secara cepat dideteksi, dipadamkan, dilaporkan, dan diinvestigasi. Rasio keseluruhan titik api terhadap kebakaran yang terjadi sejalan dengan pola historis untuk wilayah operasional kami. Pada bulan September, kami mencatat 18 titik api di sepanjang area konsesi APRIL dan para pemasok, 14 diantaranya terkait dengan insiden kebakaran yang sama.

APRIL memperoleh data titik api dan kebakaran hutan dari dua sistem berbasis NASA – Satelit NOAA dan MODIS yang menunjukkan anomali termal dalam area seluas 1,1km2 – serta data dari Aqua, Terra, dan SNPP (Kementerian Lingkungan Hidup dan Kehutanan), didukung oleh upaya pemantauan kami dari menara pemantau kebakaran dan CCTV. Tidak semua sumber data konsisten, sehingga setiap titik api diperiksa langsung ke lapangan dan segera dilaporkan dalam waktu 24 jam untuk mengatasi perbedaan data tersebut. Kami juga tetap waspada dengan respon kebakaran dan penekanan kebakaran di dalam serta di luar wilayah konsesi kami, untuk mendukung penekanan 14 insiden kebakaran hingga 5km di luar wilayah konsesi kami.

APRIL sepenuhnya mematuhi regulasi terkait yang dikeluarkan Pemerintah Indonesia. Menindaklanjuti dua insiden kebakaran yang dilaporkan — satu di konsesi APRIL (PT RAPP) dan yang satunya di konsesi milik mitra pemasok — daerah kebakaran di dalam kedua wilayah konsesi ini telah disegel oleh Kementerian Lingkungan Hidup dan Kehutanan, sehingga penyebab kebakaran tersebut dapat diinvestigasi lebih lanjut.

Insiden kebakaran PT RAPP terjadi di Pelalawan Utara – Blok Dayun yang berada dalam wilayah yang tumpang tindih dengan wilayah yang dikelola PT Caltex Pacific Indonesia, yang merupakan subyek sengketa tanah yang sedang berlangsung antara masyarakat setempat dan sebagian besar tanah ini telah ditanami kelapa sawit oleh masyarakat. Konsesi pemasok yang terkena dampak kebakaran adalah PT SRL Block 3 (Kubu), yang memiliki sejarah panjang atas klaim tanah dan perambahan yang belum terselesaikan sejak saat izin HTI (Hutan Tanaman Industri) diperoleh. Hasilnya, perusahaan tidak dapat melakukan kegiatan operasional apa pun, termasuk pengembangan tanaman dan wilayah tersebut seringkali dirambah sebagai tempat perkebunan kelapa sawit. Kebakaran baru-baru ini disebabkan oleh kelanjutan ekspansi kelapa sawit pada konsesi tersebut. Kami sepenuhnya bekerja sama dalam proses investigasi untuk kedua kasus ini.

Pendekatan Keseluruhan terhadap Pencegahan dan Penekanan Kebakaran Hutan

Kami telah bekerja keras selama beberapa tahun ke belakang untuk mencegah kebakaran hutan, menggandeng masyarakat setempat untuk membantu upaya kami dan memberikan insentif kepada mereka untuk mengubah praktik-praktik selama ini melalui Fire Free Village Program serta kegiatan lainnya. Fakta menunjukkan bahwa inisiatif-inisiatif tersebut memberi hasil nyata bagi desa-desa yang berpartisipasi, dengan penurunan jumlah insiden kebakaran dan jumlah lahan yang terbakar.

Kami telah menginvestasikan USD9 juta dalam meningkatkan kemampuan menekan kebakaran dan kini sepenuhnya mengerahkan dua helikopter, duaairboat, 39 menara pemantau, 482 pompa air, dan pelatihan pemadaman kebakaran bagi 724 relawan di 39 desa di Riau. Kami dibantu oleh Fire Coordination Centre terbaru — yang berlokasi di dekat wilayah operasi produksi perusahaan — dalam mengelola aktivitas pemantauan dan penekanan kebakaran di seluruh konsesi APRIL dan konsesi pemasok.

Kami tetap berkomitmen pada pengelolaan lahan gambut yang bertanggung jawab dan berdasarkan pendekatan ilmiah. Kami juga melindungi serta mengelola restorasi ekosistem satu-satunya dan terbesar di Provinsi Riau, Indonesia melalui proyek Riau Ecosystem Restoration (RER). Dengan total luas 150.000 hektar, RER tidak pernah mengalami kebakaran meskipun wilayah restorasi ekosistem lain sedang berjuang mencegah perambahan dan kebakaran pada musim kemarau ini.

Kondisi kebakaran saat ini merupakan krisis yang membutuhkan keterlibatan seluruh pemangku kepentingan untuk bekerja sama secara konstruktif dan kolaboratif. APRIL berkomitmen untuk menjadi bagian dari upaya ini dan akan terus mencari solusi berkelanjutan dalam memberikan dukungan kepada pemerintah Indonesia, masyarakat setempat, dan para pemangku kepentingan lain.

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
