リアウ生態系回復(RER)プロジェクトの周辺エリアには約17,000人が居住しており、その多くは大地に生計を依存しています。ローカルコミュニティの持続可能な生活を実現し、経済的に潤うようにすることは、RERプロジェクトの長期的成功のカギを握る決定的要素です。

リアウ州の農民ザムリがチリ・ペパー栽培に乗り出して2年弱、繊維プランテーションと自然林に隣接する比較的小規模な区画で、生産量と収量の最大化に向けて着実に前進しています。火災はゼロ、雇用創出にも一役買っています。

2人の子供の父親であるザムリ(41歳)は、収益が不安定なトウモロコシ栽培に見切りをつけ、チリ・ペパーに転向しました。インドネシア農村部コミュニティの自立を進めるNGO、BIDARAから苗の提供を受けています。

「トウモロコシ栽培はなかなかうまくいきませんでした。それで、面積が少なくてすみ、収率の高いチリ・ペッパーに転作するほうがよさそうだと思ったのです」と、ザムリ(通称アコク)は語ります。アコクは、妻と二人の子供に加えて、母親と妹も扶養しています。

初めてチリ・ペッパーの植え付けと栽培を開始したのは2016年7月、面積はわずか0.3haでした。現在では収穫量が増え、アコクは収益を栽培面積拡大のために再投資し、増産を進めています。チリ・ペッパーは、インドネシアの大半の家庭で多用されている香辛料です。

「現在は、3~4か月に1度の収穫が可能です。1回の収穫量は1~3トン、1キロあたり3万ルピア(約2ドル)で、市場に出荷しています。」

BIDARAは、リアウ生態系回復(RER)プロジェクトの実施パートナーです。森林浸食・破壊防止の方策として、生態系回復サイト周辺のコミュニティを対象に、持続可能な農業の実践や食物生産と収入安定化による福利向上を推進しています。

RERプロジェクトは、エイプリル社 によって2013年に開始された多年計画です。荒廃した泥炭地およそ150,000haをユニークな生物種多様性に富む森林として保護、評価、回復および管理するための統合的景観レベルアプローチが採用されています。

RERは様々なステークホルダーとともに、コミュニティと協働し、伝統的な焼き畑農業に代わる代替農法の確立に取り組んでいます。代替農法は、スキル、ツール(小型耕運機など)、および一貫性のある指導により、自然林への負荷軽減を目指しています。

サンガー区のプラウ・ムダ村を担当するBIDARAのシャーロジ氏は振り返ります:「焼き畑を止めるべき理由を説明するにあたっては、まず最初にトウモロコシに代わる作物で利益が上がるという証拠を示す必要がありました。同時に、実用的で焼き畑に頼らずとも実行可能な-この点が最重要です―開墾方法を提示しました。」

プラウ・ムダ村がプロジェクトサイトに選ばれたのは、焼き畑農業の長い歴史を持ち、小規模地主が中心のコミュニティだからでした。

当初、アコクは焼き畑から耕耘農業への転向をためらいました。焼却灰はトウモロコシの肥料として不可欠と信じていたからです。

焼き畑方式であれば、乾季には再植え付けのための用地の準備 は一日で事足りました。一方、起耕方式では、まず草刈りと除草、耕起、耕運機が使用可能となるよう伐根、そして最後に畝立てと、農機具を使っても3週間かかります。

RER Acok2 — APRIL Asia

2016年7月の初めての作付け以来、収入は増加、拡大のための再投資が可能になりました。今では、屋根付き育苗区画もあります。

「BIDARAの説明では、焼き畑は環境汚染を引き起こすということでした。正直なところ、私自身、耕地を焼くときは周辺の環境を破壊してしまうことが心配でした――実際に他所で周辺地の環境が起こっています。BIDARAから提供される機械と助言で、収入減を失うことなしにトウモロコシ以外の作物に切り替えられると確信しました」と、アコクは語ります。

アコクの母、ハスマーワティ(58)は、「私たちにとって良い変化でした。以前は魚と米が常食でしたが、今では週に何度も鶏肉が食卓に上ります」と言葉を添えます。

今では、アコクのチリ・ペッパー畑は3haに拡大し、近隣の人々にとっても収入源となっています。アコクに雇用された4名は、週3日、育苗作業を手伝い、育苗トレイ10枚(1枚あたり150本)につき5万ルピアの報酬を得ています。

「雇用を生み出すことで利益を隣人と分かち合える――幸せを実感しています」と、アコクは語ってくれました。

Method

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
