植林地の管理者にとって、火災は事業運営における最大の脅威です。経済的にも環境的にも合理的ではないので、私たちは野焼きを行いません。私たちの植林地では、原料となる木材を最大限産出できるような管理を実施しており、火災は木材の品質や植林地の生産性に重大な影響を及ぼします。同時に、火災の鎮圧には巨額の費用がかかり、また非常に危険な作業を伴います。

コミュニティの農業ワークショップ:現地コミュニティへのファイヤー・フリー・ヴィレッジ農業支援プログラムの一環で、持続可能な農業のための代替作物や農作業の改善に関する情報の提供を重視している。

エイプリル社は、機材や人員への投資など、防火管理・消火活動に700万米ドル以上を費やしてきました。私たちはコンセッション内の非合法な活動が原因で発生した火災に立ち向かうと共に、景観全域のコミュニティや森林エリアでの火災鎮圧で重要な役割を担っています。

では、エイプリル社は野焼きをしていないのに、なぜコンセッション内や近隣で火災が起きるのでしょうか。過去3年の火災データでは、自然発火による森林火災は1件も特定されていません。この間にコンセッションの内外で、2,000件を超える非合法な活動が原因で発生した火災に対応してきました。そのうち70%以上が土地の開墾や農作業に関連しています。インドネシアには森林火災の問題があるという認識は間違っています。インドネシアで問題なのは、農業上の効果を目的とした不適切な火の使用なのです。

問題への建設的な対応を進めるために、私たちはまず根本的な原因の理解が必要であると考えました。エイプリル社はすでに幅広い農業支援プログラムや、野焼きをしない村々への報奨プログラムを行っていました。なぜこれらはそれほどの効果を発揮しなかったのでしょうか?答えはすぐに明らかになりました。コミュニティでは、現地での具体的な問題への対応がなされていないと感じていたのです。

ファイヤー・フリー・ヴィレッジ・プログラムの導入により、私たちは異なる角度からアプローチしました。村落コミュニティと会合を持ち、火災の問題と火災管理の役割、とりわけ火災防止について、協議しました。私たちが話をしたすべてのコミュニティが、火災が重大な問題であるとの認識で一致しました。彼らはまた、持続可能な代替手段がなければ、低木や樹木を伐採するための基本手段として、今後も火が使われるだろうと指摘しました。

エイプリル社は、プログラムの枠組みの一環として、当初行われていたファイヤー・フリー・ヴィレッジ・パイロットのもとで、以下に挙げる独立した5つのプロジェクトを開発しました。これは各村落の要求に合わせて調整も可能です。

  1. 野焼きゼロ報奨金
  2. ヴィレッジ消防リーダー
  3. 農業支援
  4. コミュニティの啓発
  5. 大気環境のモニタリング

各プロジェクトは、単体での影響力には限界がありますが、組み合わせれば各コミュニティにおける火災や煙害の具体的な根本原因に対処し、農業ツールとしての火の使用に代わる持続可能な代替手段をもたらすことができます。

これらのプロジェクトはすべて、6ヶ月から8ヶ月にわたり実施されていますが、その結果は私たちの期待以上のものでした。過去数年の間、コミュニティでは一般的に乾期に野焼きを開始し、多数の小さな火災が発生していました。管理されないままでは、こうした火災があっという間に広がることになります。控えめに見積もって、コミュニティではここ数年7月から9月の火災シーズンに毎週3件から7件の火災が発生していました。これは14週間の火災シーズン中に、村落エリアで42件から98件の火災が起きたということになります。今年初めて、火災の監視が行われ、積極的に鎮圧されました。結果として、ファイヤー・フリー・ヴィレッジのエリア内で管理できなかった火災はこの火災シーズンを通じて0件から3件となっています。

この成功に貢献したのは、先頃任命されたコミュニティの消防リーダーと、当社の火災予防担当マネージャーとの間のコミュニケーションです。火災予防担当マネージャーは週に数回、各村に影響を及ぼしている火災管理の課題について話し合い、現地での解決策の提供と火災に関する管理能力の向上を支援しています。

ファイヤー・フリー・ヴィレッジ・プログラムを開始してからの1年間で得られたことは数多くあります。とりわけ重要なのは、協力しているコミュニティが現地で抱えている具体的な課題を確実に聞き、理解することです。

今後取り組むべき課題はあるものの、コンセッション外のコミュニティパートナーたちに対するファイヤー・フリー・ヴィレッジ・プログラムの実施を通じて、野焼きゼロ方針を推進することが、リアウ州の景観における火災防止の鍵であると確信しています。

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
