エイプリル社のファイヤー・フリー・ヴィレッジ・プログラム(FFVP)に参加した6つの村が、火災を起こすことなく、インドネシアにおいてエルニーニョによる最悪の事態が予想される時期を乗り越えました。これにより、火災・煙害防止が可能であることが初めて証明されました。

クアラパンドゥ、ペトダアン、セガマイ村の村長は、1億ルピア(7,282米ドル)の賞金を受け取り、ぺララワン、クアラトラム、テルクビンジャイの村長は、FFVPへの参加で成功を収めたことに対してそれぞれ5千万ルピア(3,643米ドル)を受け取りました。授賞式は、リアウ州の地方都市ペカンバルにて、リアウ暫定州知事の指揮により執り行われました。

授賞式には、土地・森林火災防止の取組みにコミュニティが参加することの重要性を強調しているリアウ州ペララワン地区長のM・H・ハリス氏も出席しました。

「我々がこの取組みを高く評価しているのは、これが土地・森林火災を防止するひとつの方法であると同時に、土地への不法侵入の抑止力ともなり得ることがわかったからです」と、彼は述べました。

エイプリル社が2015年7月に立ち上げたFFVPには、5つの中心要素があり、地方政府、法執行機関、コミュニティ、NGOの連携のもとで活動が実施されています。

その5つの中心要素とは、野焼きをしないコミュニティに対するインセンティブの提供、コミュニティへの消防団リーダーの配備、持続可能な代替農業の利用、大気環境のモニタリング、コミュニティの啓発促進です。

当社の担当チームが、成功を収めたプログラム実施の初期段階で得た知識をより深めることで、さらに多くの村がこのプログラムに参加できるようにしたいとエイプリル社のインドネシア統括取締役のトニー・ウェナスは述べました。FFVPチームは、次のプログラムサイクルでは18の村を追加する予定です。

授賞式には、アラス・ムルヤディ・リアウ大学学長、ウィラビマ031軍司令官イ・ニョマン・パルワタ大佐、ジョコ・ハルトノ・リアウ警察署副署長、リアウ州ペララワンの小区域長と村長、およびリアウ州ペララワン県職員も出席しました。

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
