2017年7月~9月の期間中、リアウ州内のエイプリル社および供給パートナーのコンセッション・エリアにおける火災件数は昨年同時期と比べ92%減少となりました。エイプリル社戦略的火災管理・保護チームが報告しました。

この結果として、火災ゼロに向けた火災件数低減の歩みは、2015年および2016年の着実な成果の上にさらに前進しました。天候条件に恵まれたことに加えて、防火意識の高まりなどコミュニティレベルで火災防止&管理戦略が根付いたことが背景理由の一つです。

発生した少数の火災は、ほぼ全件が小規模焼畑農業関連の火災であったことが明らかになりました。エイプリル社の既往火災データの詳細分析から、平均火災規模も、2016年の6.1はから平均1.6haに低下していることが明らかになっています。

エイプリル社火災チームによる火災警報またはホットスポットの現場点検は、今年度は現在までに245件となっていますが、現実の火災ケースは皆無でした。

エイプリル社の火災防止&抑止実績データについては、エイプリル社の持続可能森林管理方針2.0実施に関する広義のアセスメントの一環として、KPMG PRIによる第三者評価が行われており、エイプリル社ステークホルダー諮問委員会に代わって第三者保証を提供しています。事業活動レベルにおいて発生した火災は全件、該当する政府チャンネルと通じて報告されています。

これらの火災低減の成果は、インドネシア国家災害緩和局(BNPB)の調査結果と整合しています。BNPBの調査では、今年のこの時期まで、2016年の同期間と比べて、全国的に原野&森林火災はほぼ50%減となっていることが報告されています。

今回の成果には、エイプリル社のファイア・フリー・ヴィレッジ・プログラム(FFVP)の一環として実施されている火災防止・備え・抑止活動が改善されたこと――コミュニティの防火意識向上のための活動により多くの時間を配分――も貢献しています。

FFVPは、リアウ州のコミュニティ農地750,000haが対象になっています。2017年のプログラムでは、18村が参加し(うち9村は近くのプラウパダン島から)、9村が過去2年間のFFVP参加実績を踏まえて「火災に強いコミュニティ(FRC)」段階に進みました。「防火意識の高いコミュニティ(FAC)」段階は合計50村となり、「防火意識向上ムービー」や「学校防火意識アウトリーチ」などの活動を通じて重要な防火メッセージの普及拡大が進んでいます。

エイプリル社にとって、火災件数の大幅減少だけでなく火災規模が小さくなったことは、FFVPの成果の表れであるとともに、火災への備え、消火トレーニング、および消火設備メンテナンスのたゆまぬ改良の成果でもあります。

600人の強力なエイプリル社消防チームは、26のエステートのパトロールに加え、現在、専門家インシデント管理養成企業ファイアグラウンド社のインシデント・コマンド・システム(ICS)トレーニングを受講しています。トレーニングを通じて概念や用語に習熟するほか、ICS発動時にリーダーシップをとるコマンダーの選考が進められています。一連の実際的リアルタイム・シナリオによる持久力&精神力の試験など、トレーニング内容は非常に厳しいものとなっています。

2017年火災シーズンは過ぎましたが、エイプリル社消防チームは警戒を緩めることなく、FFVPの次の段階の計画立案に着手し、火災ゼロ景観の実現に向けた火災抑止方法と能力の統合に取り組み続けています。

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
