リアウ州ペララワン北部でのエイプリルグループ傘下の企業の操業が、当社の持続可能な森林管理方針(SFMP)2.0を順守しているかについて、NGOジカラハリの最新報告書など複数のステークホルダーからの疑問の声が上がりました。

エイプリル社のステークホルダー諮問委員会(SAC)は最近の会合において、「8月にSACと第三者泥炭専門家ワーキンググループ(IPEWG)の両者がこの問題について大いに注目しました。これにはSACとIPEWGがジカラハリによる申し立てを審査するまでの間、ペララワン北部でのPT. RAPP社の一切の営業活動を一時停止することも含まれていました。その結果エイプリル社に対して一連の勧告がなされ、PT. RAPP社はこれらすべての勧告に対し、満足のいく回答を出しました。2020年10月16日に実施されたSAC会合において、文書による最新情報をSACに提出しました」という報告がなされました。

さらにSACの報告書については、エイプリル社が以下の最新情報を提供しています。

PT. RAPP社が関わったダユン地区での営業活動の歴史は、同地区での営業ライセンスを認められた1996年にまでさかのぼります。エイプリル社が土地の利用許可を得る頃には、同地区はすでに違法な土地の開墾や不法侵入、長年にわたる森林火災の影響により、環境がひどく悪化していました。また、これには膨大な数の排水路の建設や無許可での油やしの栽培なども含まれます。こういった土地環境の悪化をもたらした活動の大半は、国営の石油・天然ガス採掘活動のために道路が建設され、同地区へのアクセスが可能となったのちに実施されています。

また、同地区ではコミュニティによる土地所有権の申し立てに対処し、違法な排水路の是正にも取り組む必要がありました。これは、コミュニティによる土地所有権の申し立ての解決が着手されたつい最近まで同地区の管理がなされないままであり、毎年火災が発生するリスクが高かったことを意味します。

2015年には、プランテーション活動の再開に先立ち、保全価値の高い森林の評価が完了しました。エイプリル社の持続可能性ダッシュボードで公開されているこの評価により、同地区がプランテーション活動に適していることが確認されています。

また、現行の規制に従って必要な長期作業計画(RKU)を作成し、その計画にもとづいてインドネシア環境・林業省が土地の利用を認めました。また、この作業計画は当社の持続可能な森林管理方針(SFMP)2.0のコミットメントが求めるとおり、IPEWGが審査しました。

その後、当時係争中であったコミュニティによる土地所有権についての申し立てや、規制の改正ののち、2016年には活動が一時的に中断されました。2019年には規制が改正され、現地コミュニティとの合意が得られたことから、ピートドームの頂上部を除く1,625ヘクタールが、SFMP 2.0に従って合法的に植林されることになりました。

長年係争中であったコミュニティによる土地所有権の申し立てを解決したのち、PT. RAPP社は最近同地区での植林活動を再開しました。この活動には森林プランテーションの開発や現存する水路の清掃、水管理を向上し、森林火災のリスクを低減するための水路の新設などが含まれます。この活動と並行して、同地区の北東部に新たに256ヘクタールの保全地区が設立され、同地区と近隣のザムルッド国立公園との間にある緩衝地帯に追加されました。

また、PT. RAPP社は2020年9月8日にシアーク地区政府が主催した、現地NGOやコミュニティの代表を含む現地のステークホルダーとの会合に参加しました。この会合のおかげで、営業に関するあらゆる懸案を明確にすることができました。

ダユン地区の残り2,478ヘクタールの土地の所有権に関する申し立てについて、現地コミュニティとの議論は引き続き行われる予定です。同地区では、この問題が解決するまでエイプリル社による活動は一切行われていません。

また、エイプリル社の土地紛争解決手順は、KPMGによって年に一度保証されています。2019年12月現在、エイプリル社の2019年度持続可能性報告書のとおり、PT. RAPPは総面積28,249ヘクタールのプランテーションを保有しています。これらは現在、土地紛争が未解決のままであるため活動が行われていません。2018年には、活動停止中のプランテーションは31,979ヘクタールでした。

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
