Pada pertemuan tingkat tinggi Canopy Summit di Tiongkok, Canopy kembali menyampaikan hasil dari laporan mereka tahun 2018 yang bertajuk Hot Button, yang kami anggap tidak tepat karena menempatkan APRIL dalam kategori pemasok “risiko tinggi” bagi pembuat viscose (rayon), Sateri dan Asia Pacific Rayon.

Pandangan kami tetap seperti sebelumnya: pengkategorian tersebut bersifat subyektif, menunjukkan penggunaan pendekatan eksklusi serta berisiko melemahkan obyektivitas kerangka penilaian yang digunakan Canopy.

Sejak 2015, APRIL dan Canopy telah bertemu beberapa kali guna membahas isu/permasalahan yang diangkat Canopy serta menawarkan pemahaman kontekstual terkait bentang alam daratan setempat. Canopy juga telah berkunjung ke wilayah operasional APRIL dan kawasan restorasi RER. Kegiatan bersama ini dipandu oleh Ketua APRIL, Bey Soo Khiang, dan turut melibatkan perwakilan dari berbagai kelompok penasihat APRIL agar Canopy mendapat sebanyak mungkin kesempatan untuk membahas kemajuan yang telah dicapai serta tantangan yang ada.

Sejak 2015, APRIL dan Canopy telah bertemu beberapa kali untuk mengatasi masalah yang diangkat oleh Canopy dan untuk menawarkan pemahaman kontekstual tentang lanskap lokal. Canopy juga telah mengunjungi operasi APRIL dan area restorasi RER. Keterlibatan ini telah dipimpin oleh Ketua APRIL, Bey Soo Khiang dan melibatkan perwakilan dari berbagai kelompok penasihat APRIL untuk memberikan Canopy sebanyak mungkin peluang untuk membahas kemajuan dan tantangan yang sedang berlangsung.

Akan tetapi, penggambaran tidak tepat yang terus diangkat terkait pulau Sumatra – yang dihuni lebih dari 50 juta orang – seolah pulau ini seluruhnya terdiri dari ‘hutan purba dan terancam punah’ seperti yang disebut Canopy pada intinya membuat pertanian dan hutan perkebunan yang berkelanjutan di Sumatra dianggap sebagai sesuatu yang berisiko tinggi. Indonesia adalah negara dengan jumlah penduduk terbesar keempat di dunia sekaligus negara dengan perekonomian terbesar kesepuluh dari segi paritas daya beli. Indonesia merupakan produsen dan pasar yang signifikan bagi tekstil dan pakaian jadi, dan pendekatan eksklusi semacam ini tidak akan kondusif bagi pengembangan model rantai pasok yang berkelanjutan dan bersifat sirkuler yang mendukung agenda keberlanjutan di industri busana (fashion) global.

Perusahaan kami meyakini bahwa konservasi hutan dapat berjalan beriringan dengan pembangunan yang bertanggung jawab, dan kami telah menunjukkan hal tersebut melalui tindakan transparan dan penanaman upaya modal (investasi) yang serius, yang didukung oleh para penasihat independen, LSM, dan program sertifikasi. Kami menyadari bahwa keberlanjutan merupakan proses perbaikan terus-menerus, dan selalu ada tantangan khususnya sehubungan dengan pasokan dari pihak ketiga yang saat ini pun tengah kami upayakan untuk dapat diatasi, dengan senantiasa menerima masukan dari pemangku kepentingan. Akan tetapi kami juga memiliki rekam jejak kemajuan dalam pengelolaan hutan lestari/berkelanjutan, yang kami jadikan dasar untuk mendorong dilakukannya telaah kritis atas klaim yang disampaikan Canopy, dan kami menyampaikan bukti-bukti sebagai berikut:

  • Pasokan kayu APRIL 100% bersifat legal, dapat dilacak, dan berasal dari hutan perkebunan yang bersifat terbarukan yang telah mendapat sertifikasi sesuai dengan standar pengelolaan hutan yang berlaku global dan nasional.[3]
  • Kebijakan Pengelolaan Hutan Berkelanjutan (SFMP/Sustainable Forest Management Policy) APRIL merupakan komitmen kami untuk tidak melakukan deforestasi dan tidak melakukan pengembangan baru di kawasan gambut pada seluruh rantai pasok kami[1], baik yang berasal dari sumber kami maupun dari para pemasok kami. Semua pasokan kayu harus sesuai dengan kebijakan keberlanjutan kami. Audit yang dilakukan secara independen oleh pihak ketiga menunjukkan bahwa kami telah menjalankan komitmen tersebut.[2]
  • Dalam membangun perkebunannya di masa lalu, APRIL hanya mengembangkan kawasan hutan yang terdegradasi menjadi perkebunan berdasarkan pada penilaian HCV (Nilai Konservasi Tinggi) yang diadopsi sejak tahun 2005. Hal ini berarti APRIL tidak beroperasi pada atau memperoleh sumber serat dari Hutan Kuno (Purba) dan Langka (Terancam Punah). Sejak 2015, APRIL juga telah mengadopsi Pendekatan HCS (Stok Karbon Tinggi) yang dilakukan sebelum pengembangan baru.
  • Kami melakukan konservasi atau restorasi atas 369.420 hektar hutan di Indonesia, termasuk 150.000 hektar hutan gambut sebagai bagian dari program Restorasi Ekosistem Riau (RER). Kami berupaya mencapai sasaran 1-for-1 (1 banding 1), yaitu melindungi satu hektar hutan konservasi untuk setiap hektar perkebunan kami, dan saat ini 81% sasaran telah tercapai.[4]
  • Sebagian kawasan konsesi APRIL berada di lahan gambut.[5] Kami telah berupaya keras mengelola lahan gambut agar dapat dikelola secara efektif dan ilmiah untuk mitigasi/meredam dampak, mengukur emisi Gas Rumah Kaca (GRK) serta menjaga keseimbangan hidrologis.[6] Kelompok Kerja Pakar Gambut Independen, atau Independent Peat Expert Working Group (IPEWG) dibentuk di tahun 2016 untuk memberikan rekomendasi obyektif yang ilmiah sebagai masukan bagi strategi kami untuk mengelola lahan gambut secara bertanggung jawab.[7] IPEWG terdiri dari enam ilmuwan bidang gambut dari Inggris (UK), Finlandia, dan Indonesia.
  • Kami tidak/belum membangun pabrik pulp baru dan hanya mengubah salah satu lini produksi pulp milik kami menjadi sarana pembuatan produk bubur kertas atau pulp larut (dissolving pulp).
  • Lebih dari 80% energi kami berasal dari sumber terbarukan yang merupakan hasil sampingan dari proses manufaktur, dan 90% air yang kami gunakan dipakai ulang, dan lebih dari 95% bahan kimia kami juga diolah ulang. Hal ini menghasilkan efisiensi tingkat tinggi dalam penggunaan sumber daya untuk pembuatan produk bubur kertas/pulp larut yang akan dijadikan viscose (rayon).
  • Terlepas dari permasalahan kepemilikan lahan dan proses pemetaan lahan yang kompleks di Indonesia, APRIL tidak terlibat dalam sengketa sosial atau perselisihan dengan masyarakat yang berskala besar. Segala keluhan yang disampaikan kepada pihak perusahaan didokumentasikan secara terbuka dalam Dasbor Keberlanjutan (Sustainability Dashboard), dan kami berurusan langsung dengan para pihak yang terlibat serta dengan pihak pemerintah untuk menyelesaikan gugatan/klaim atas lahan yang masih belum terselesaikan.

Audit terbaru yang dilakukan atas implementasi kebijakan keberlanjutan APRIL telah dirampungkan oleh KPMG PRI Kanada pada APRIL 2019 dan laporannya akan diterbitkan pada bulan Juli. Sementara ini, laporan audit tahun 2018, yang menyimpulkan bahwa seluruh komitmen utama secara umum telah diikuti/dilaksanakan, telah tersedia bagi publik.[8]

Kami senantiasa bersedia menjalin dialog membangun dengan Canopy, serta bekerja sama dengan seluruh pemangku kepentingan dan pelaku industri lainnya dalam membentuk visi terkait viscose berkelanjutan yang mendukung pencapaian tujuan di bidang iklim dan pembangunan global secara berimbang dan inklusif.

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
