APRIL telah memberikan tanggapan terkait beberapa pertanyaan dari Auriga Nusantara perihal salah satu pemasok APRIL dalam kategori pasar terbuka, yaitu PT. Adindo Hutani Lestari (PT. AHL).

Pertanyaan Auriga yang dimaksud adalah terkait dengan dugaan terjadinya deforestasi atau hilangnya hutan alam di area konsesi PT AHL antara tahun 2015 dan 2020 yang melanggar Kebijakan Manajemen Hutan Berkelanjutan APRIL (SFMP 2.0/Sustainable Forest Management Policy 2.0), yang diberlakukan pada rantai pasok serat APRIL. Auriga juga menanyakan tentang adanya hubungan yang tidak diungkapkan dalam struktur pemegang saham PT AHL dan APRIL serta perusahaan induk APRIL, yaitu RGE.

Dalam tanggapan kami kepada Auriga, kami telah menyampaikan bukti-bukti komprehensif untuk menunjukkan bahwa tidak terjadi deforestasi di area-area yang disebutkan dalam klaim Auriga tersebut, dan bahwa tidak ada pelanggaran atas komitmen SFMP 2.0 kami. Kami juga telah menyampaikan kepada Auriga tanggapan dari PT AHL kepada APRIL perihal klaim sehubungan dengan struktur kepemilikan antara APRIL atau Grup RGE dan PT. AHL.

Klaim terkait Deforestasi dan Pelanggaran SFMP

Sebagaimana disebutkan dalam surat yang disampaikan oleh Auriga kepada APRIL, PT. AHL telah merampungkan asesmen Nilai Konservasi Tinggi (HCV) pada bulan Februari 2014, didalamnya terdapat Ringkasan Eksekutif, termasuk beberapa peta di bawah ini (Peta 1 – 4), yang bisa dilihat pada Dasbor Keberlanjutan (Sustainability Dashboard) kami (AHL HCV).

Penting untuk dicatat bahwa berdasarkan hasil asemen HCV ini, PT AHL saat ini melakukan konservasi atas 89.181 hektar lahan atau 47% dari keseluruhan luas area konsesinya. Angka ini hampir dua kali lipat dari luas area yang dikembangkan untuk perkebunan, yaitu total seluas 50.388 hektar atau hanya 26% dari area konsesi. Hal ini berarti bahwa terdapat rasio yang sangat tinggi antara konservasi dan perkebunan, yaitu 1,8:1.

Kami menanggapi klaim apa pun terkait deforestasi secara serius, dan setelah dilakukan investigasi, termasuk pengecekan kebenaran di lapangan, kami dapat menegaskan bahwa tidak ada deforestasi maupun pelanggaran atas komitmen kebijakan SFMP 2.0 kami. Fakta-fakta yang ada ialah sebagai berikut:

  • Antara 3 Juni 2015 dan 31 Agustus 2020, perkebunan seluas 8.387 hektar dibentuk di area PT. AHL. Area perkebunan tersebut tidak ada yang terletak di area HCV yang telah diidentifikasi. Hal ini dibuktikan melalui analisis atas peta asli HCV serta perbandingan antara peta-peta yang menunjukkan area HCV dan area konservasi pada tahun 2015 dan tahun 2020 yang didasarkan pada analisis pengindraan jarak jauh (lihat Peta 5 Perbandingan Tutupan Hutan 2015 – 2020).
  • Kegiatan penyiapan lahan untuk keseluruhan 8.387 hektar perkebunan telah rampung sebelum 15 Mei 2015, sebagaimana telah diverifikasi secara independen oleh PT. Hatfield Indonesia, konsultan di bidang lingkungan hidup yang ahli di bidang pengindraan jarak jauh. Analisis PT Hatfield menegaskan bahwa area-area tersebut ialah area non-HCV dan dengan hasil hutan yang telah dipanen sebelum batas tanggal 15 Mei 2015 per SFMP 2.0 APRIL. Gambar 1 – 4 di bawah ini dapat dilihat sebagai referensi.
  • Dari 8.387 hektar tersebut, seluas 6.058 hektar digolongkan sebagai gambut, dan lahan gambut tersebut tidak berada di area Puncak Kubah Gambut yang dilindungi (Peta FEG dari KLHK berdasarkan SK.130/2017).
  • Sama halnya dengan semua pemasok serat kami, PT. AHL harus menjalani proses uji tuntas (due diligence) internal tahunan serta pemerolehan assurance yang dilakukan secara independen oleh KPMG sebagai bagian dari komitmen SFMP kami. Laporan audit KPMG dapat dilihat oleh publik (KPMG). PT AHL juga harus mengikuti sistem pemantauan Perubahan Tutupan Lahan APRIL yang menganalisis data Land Sat bulanan untuk melihat apakah terjadi perubahan tutupan hutan.
  • Sebagaimana disebutkan oleh Auriga dalam surat mereka kepada APRIL, kegiatan pengembangan perkebunan selama periode 3 Juni 2015 s.d. 31 Agustus 2020 telah sesuai dengan peraturan dan perundang-undangan yang berlaku di Indonesia serta sejalan dengan komitmen SFMP 2.0 dan panduan HCV APRIL.

Struktur Kepemilikan dan Kelembagaan
AHL merupakan pemasok APRIL (Peta Pemasok), termasuk pada periode 2015 s.d. 2019.

APRIL telah menyampaikan korespondensi dari PT. AHL dengan Auriga yang di dalamnya memuat klarifikasi tentang kepemilikan perusahaan dan secara jelas menyatakan bahwa tidak ada saham PT AHL yang pernah dipegang oleh pemilik saham APRIL ataupun RGE. Selain itu klaim terkait kepemilikan perusahaan atau hubungan manajemen antara PT AHL dan APRIL atau RGE juga telah dibantah.

Pemerolehan assurance oleh KPMG

Auriga juga menanyakan tentang proses assurance yang dilakukan oleh KPMG, yang diberlakukan pada pemasok pasar terbuka dan juga pada PT. AHL. Fakta-fakta yang ada ialah sebagai berikut:

  • KPMG melakukan audit tahunan berdasarkan arahan dari Komite Penasihat Pemangku Kepentingan (SAC) sehubungan dengan implementasi APRIL atas komitmen SFMP kami. Audit tersebut dilakukan dengan menggunakan indikator yang telah disepakati, yang disusun bersama dengan berbagai pemangku kepentingan.
  • Sebagai bagian dari proses pemerolehan keyakinan, KPMG telah mendatangi PT. AHL pada 9-12 APRIL 2018, yang didahului dengan telaah dokumen secara komprehensif.
  • Laporan KPMG menyebutkan bahwa “Terkait Pemasok Pasar Terbuka, hingga saat ini tidak ada pengembangan baru yang teridentifikasi, namun belum semua informasi diperoleh dari para pemasok.” Hal ini memunculkan Peluang Perbaikan (Opportunity for Improvement) (OFI#1).
  • OFI#1 terkait dengan prosedur pemantauan Perubahan Tutupan Lahan (LCC/Land Cover Change) APRIL yang digunakan untuk mengidentifikasi pengembangan baru. KPMG mencatat bahwa masih ada sekitar 511 hektar LCC dari Pemasok Pasar Terbuka yang masih belum diverifikasi, dan bahwa sebagian besar (82%) terkait dengan satu pemasok (yang bukan PT. AHL).
  • OFI#1 kemudian telah dinyatakan ditutup, dengan adanya perbaikan prosedur serta pelaporan yang lebih baik dari para pemasok kami.
  • Laporan assurance ini dapat dilihat oleh publik (Laporan 2017) termasuk seluruh laporan tahunan (Semua Laporan).

Sebagai penutup, kami telah mengundang Auriga untuk berkunjung ke area operasi PT AHL dan mengecek kebenaran data di lapangan sehubungan dengan data yang telah kami sampaikan, sekaligus meminta agar tanggapan seutuhnya yang telah kami sampaikan dapat dimasukkan dalam laporan akhir mereka pada pemangku kepentingan. Kami juga akan memanfaatkan kesempatan untuk memperbarui tanggapan kami ini apabila terdapat dugaan lanjutan yang muncul ketika laporan Auriga diterbitkan.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
