Sekelompok masyarakat desa yang bernama Forum Masyarakat Penyelamat Semenanjung Kampar (FMPSK) memutuskan untuk mengambil sebuah tindakan karena khawatir akan kondisi perkebunan masyarakat yang berlokasi di Teluk Meranti, Kabupaten Pelalawan Provinsi Riau. Dengan mengajukan keluhan kepada APRIL pada bulan September 2016, kelompok ini menjadi organisasi masyarakat pertama yang ikut serta dalam Prosedur Resolusi Keluhan APRIL, sesuai dengan mandat yang tertuang pada Kebijakan APRIL dalam Pengelolaan Hutan Berkelanjutan 2.0 (Sustainable Forest Management Policy (SFMP) 2.0). Prosedur baru ini dibentuk berdasarkan protokol yang ada di masyarakat sebelumnya dan diperkenalkan melalui proses pengikutsertaan pemangku kepentingan dan konsultasi masyarakat yang panjang.

Keluhan FMPSK merupakan hal yang penting, terkait pengembangan perkebunan karet masyarakat yang mana APRIL telah berkomitmen untuk memberikan dukungan sebagai bagian dari program tanaman kehidupan masyarakat. Ketika keluhan FMPSK didaftarkan, hal tersebut kemudian menggerakkan proses tahap demi tahap yang bertujuan untuk mencapai resolusi yang dapat diterima baik oleh masyarakat maupun perusahaan.

Tahap pertama dari prosedur tersebut adalah menggelar rapat Komite Keluhan yang terdiri dari perwakilan dari APRIL dengan input dari pihak eksternal yang independen, terdiri dari para akademisi Universitas Riau. Komite Keluhan kemudian memvalidasi keluhan dan menelaah lebih lanjut prosedur langkah-langkah selanjutnya yang dikelola oleh Unit Pemrosesan Keluhan (Grievance Processing Unit/GPU) perusahaan, yang terdiri dari pegawai APRIL dari kantor Jakarta dan Kerinci. Komite Keluhan kemudian menyetujui resolusi yang berujung pada kesepakatan bersama antara FMPSK dan APRIL.

Pada kasus ini, rencana aksi yang disepakati antara lain sekumpulan peraturan untuk memperkokoh dukungan terhadap perkebunan karet masyarakat. Proses keseluruhan didokumentasikan dalam Dasbor Keberlanjutan APRIL, yang di dalamnya terdapat lembar fakta dan informasi lainnya. Mekanisme Resolusi Keluhan APRIL mendapatkan reaksi yang baik dari masyarakat setempat di Provinsi Riau ketika menangani pengaduan-pengaduan lainnya.

Dirancang Oleh Masyarakat dan Pemangku Kepentingan

Proses rancangan dan implementasi  Prosedur Resolusi Keluhan merupakan produk dari konsultasi yang ekstensif di bawah pengawasan Komite Penasehat Pemangku Kepentingan (SAC). Proses ini berlangsung di Pekanbaru sepanjang tahun 2016, dimana beberapa kelompok masyarakat diundang untuk mengulas proses-proses yang dilakukan sebelumnya dan memberikan masukan untuk tujuan perbaikan. Proses ini kemudian diikuti dengan pengikutsertaan LSM lokal dan nasional serta pemangku kepentingan lainnya untuk memastikan penerimaannya di kalangan yang lebih luas.

Proses ini memungkinkan masyarakat setempat, perorangan dan pemangku kepentingan lainnya – termasuk Pemerintah dan LSM – untuk menyuarakan isu apapun yang berkaitan dengan kegiatan operasional APRIL dan para pemasoknya. Saat ini, prosedur ini juga berfungsi sebagai salah satu bentuk pengawasan (checks and balances) terkait implementasi Kebijakan Pengelolaan Hutan Berkelanjutan (SFMP 2.0)  APRIL.

Dalam proses perancangan Prosedur Resolusi Keluhan, penting untuk dipastikan bahwa terdapat kesepahaman yang jelas di kalangan masyarakat lokal terkait proses penyampaian dan penyelesaian isu atau keluhan yang ada. Untuk itu, program sosialisasi dirancang, dimulai dengan sebuah kegiatan workshop eksternal dengan beberapa LSM di Pekanbaru pada Oktober 2016, di mana diberikan penjelasan terkait protokol baru, termasuk pepenjelasan langkah-langkah proses pelaporan dan komunikasi.

Pada bulan Oktober, sebuah rangkaian pertemuan dan lokakarya  sosialisasi internal juga diadakan dengan para manajer estate, masyarakat setempat dan tim Hubungan Pemerintah dan pemasok. Hal ini kemudian diikuti dengan rapat yang diselenggarakan pada bulan Februari 2017 dengan para manajer estate, yang kemudian membagikan pengetahuannya mengenai proses tersebut dengan masyarakat desa.

Upaya Sosialisasi

Dari sudut pandang APRIL, pemahaman serta partisipasi masyarakat dalam menyampaikan keluhan merupakan kunci dari keberhasilan mekanisme ini.

“Kita ingin masyarakat di wilayah operasional kita merasa nyaman, bahwa mereka bisa menyampaikan keluhan dan isu apapun yang mereka miliki,” ujar Rudi Fajar, Direktur RAPP. “Kita ingin masyarakat tahu dan percaya bahwa terdapat sebuah sistem yang efektif untuk menyelesaikan masalah, dan agar yakin  bahwa isu yang mereka kemukakan akan diulas dan diselesaikan secara adil dan tepat.”

Prosedur Resolusi Keluhan menangani isu apapun dari masyarakat kecuali konflik lahan, yang mana terdapat prosedur yang terpisah dan sudah ditetapkan, dimana masukan dan proses resmi pemerintah diperlukan.

Keluhan—keluhan yang muncul semenjak adanya Prosedur Resolusi Keluan sangat beragam, mulai dari kendali kecepatan truk pembawa barang di area pemukiman penduduk, kondisi perkebunan kehidupan masyarakat, peraturan proses perekrutan perusahan dan rutinitas penyiraman jalan. Pihak yang menyampaikan aduan bisa menyampaikan keluhannya melalui personil Estate atau secara daring (online), dan memiliki pilihan untuk tidak menyebutkan namanya. Sementara sosialisasi terus berlanjut, perusahaan menyadari bahwa tidak semua anggota masyarakat memiliki akses terhadap sistem daring, keluhan yang diterima secara verbal akan dimasukkan ke dalam sistem oleh tim yang penerima keluhan.

Sistem Peringatan Dini

Berdasarkan tanggapan awal yang diterima, APRIL telah meningkatkan upaya untuk meningkatkan kesadaran masyarakat sekitar konsesi dengan Unit Pemrosesan Keluhan yang saat ini melakukan sosialisasi gelombang kedua, termasuk pertemuan tim estate dengan kepala desa dan penduduk desa. Pada tingkat estate, Manajer Sosial dan Hubungan Pemerintah APRIL merupakan tokoh kunci dalam mempromosikan mekanisme resolusi.

“Proses ini terus kami pantau dan perbaiki dan kami ingin agar proses ini mencapai tujuannya” tambah Rudi Fajar. “Kami bahkan melihat Unit Pemrosesan Keluhan mulai berfungsi sebagai sebuah sistem peringatan dini untuk mengidentifikasi masalah sebelum berubah menjadi keluhan. Hal ini penting, karena prosedur ini merupakan salah satu bagian dari pengawasan (checks and balances) yang penting yang perlu dimasukkan untuk menanggapi isu-isu bersinggungan dengan masyarakat dan pemangku kepentingan” ujarnya.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
