第15回国際泥炭会議

エイプリル社の科学者たちは、世界的な科学コミュニティの一員として、今週マレーシアのサラワク州クチンで開かれる 第15回国際泥炭会議(IPC) に参加します。そこで今回は、 責任ある泥炭地管理に対する継続的改善へのアプローチについて書いた以前の記事にスポットライトを当て、今年のIPC に対する私たちの貢献について会議の前にご報告したいと思います。

私たちのチームはIPCにおいて、保全や回復から水文学的手法や火災防止戦略に至るまで、泥炭地管理の多岐にわたる側面について討議するプレゼンテーションをいくつか行います。これらのプレゼンテーションは全て、科学、方針、そして実践のトライアングルを強化するために私たちが継続的に行っている改善の取り組みの一環として、この分野において現在実施されている調査と実践されている最善策に基づいて作成されたものです。

具体的には、この分野における私たちの実践的経験と研究結果に基づいて、複数の所有者がいる大規模な景観における泥炭開発について実施した分析の結果についてお話しします。これにより私たちの考え方も前進します。この分析では、管理されている生産と保全に関するシナリオを検討します。また、カンパール半島の景観に関するケーススタディも紹介します。カンパール半島は、広大なドーム状の泥炭が特徴で、現在、景観の48%が短期から中期的に何らかの形で保護されています。この景観のおよそ27%は私たちの産業植林地として利用されています。

要約すると、エイプリル社の480,000ヘクタールの植林地のおよそ50%が泥炭地にあり、泥炭地回復プロジェクトの リアウ環境回復の一環であるカンパール半島の130,000ヘクタールなど、エイプリル社が保全・回復に取組んでいる森林地帯は合計で400,000ヘクタールにのぼります。

ケーススタディは、泥炭地全体にかなり多様な地盤沈下があり、これらの地盤沈下は時間と空間に関連して発生したもので、景観上の位置、地質、気候、泥炭のタイプ、地下水面の管理体制、土地の利用と土地管理の方法といった要素からも何らかの影響を受けている、ということを示しています。したがってこの研究から、この景観は全体として一定の地盤沈下が起きておらず、地盤沈下は1つの景観においてさえも上記条件のすべてによって異なること、しかし景観全体における地盤沈下の平均値は我々が参考として使える結果を提供するのに役立つ可能性があるということがわかります。

同時に、上記方法での分析は、地盤沈下に関しそれほど楽観的ではない予測を与える他の分析手法と異なる結果を提供しており、景観レベルで管理されているドーム型の泥炭は、他の開発シナリオと比較して、保全によって素晴らしい恩恵が得られ、温室効果ガス排出も少なくなる可能性があることを示唆しています。

この見解は、今週のIPCにおいて、一般的な数々のシナリオに代わるものを討議する際に役立つと思われます。

さらに、泥炭地の水文学に対するエイプリル社のアプローチが、現場での様々な要因とともに多様化している一連の詳細な局所的評価と水管理へのアプローチに基づき、この20年の間に進化し現場で実践されてきた、ということも注目に値します。エイプリル社では水管理の一環として、雨季と乾季の間に「緩衝地帯」というものを使って流れを抑えるということを行っています。

エイプリル社が「緩衝地帯」というコンセプトを初めて取り入れたのは2007年のことでした。IUCN(国際自然保護連合)は「緩衝地帯」を「保護されている隣接地の保護価値を高めるために資源利用が制限されている、または、特別な開発措置がとられている」区域と定義しています。エイプリル社では、中核的な自然泥炭林保存区域に対する影響を軽減するためにワーキングモデルを設計し、これを実践しました。

この枠組みは主に、デルタレスが率いる国際的スペシャリストの協会が実施した、科学に基づく管理支援プロジェクト (SBMSP: 2006年から2010年)による助言と結果、並びに、この区域の他の場所で実施されたSBMSPの結果に基づくトロペンボスの「カンパール半島の保護価値の高い森林に関する評価レポート」(2010年)による、より具体的な提言をもとに設計・実践されています。

エイプリル社では泥炭地の水文緩衝地帯を「意図的な排水が行われておらず、植林地からの排水による影響から上流の保全区域を守ることを目的に設計された区域」と定義しました。さらに、水文緩衝地帯は、隣接する植林地よりも50cm高い位置で保全区域において地下水を維持しなければなりません。

エイプリル社は、SBMSPの結果と評価をもとに多様な緩衝地帯計画を自発的に実践し、すでに定着している慣習に従いつつ柔軟性のある管理枠組みを導入しました。最終的な設計は、エイプリル社による水文緩衝地帯の定義と足並みをそろえ、地形と運用上の要素を考慮に入れて行われました。そしていま私たちは、数々の提言、並びに広範なモニタリング、調整、報告のシステムをもとに、微調整しながら拡大を続けています。

これらのシステムを導入して以来、地下水面が常に高位に保たれているため、重要な自然森林性泥炭保存区域に対する影響を軽減するのに緩衝地帯が効果的であることがモニタリングによりわかっています。

ここで鍵となるのは、画一的な対応ではだめだということです。水に関する戦略や植林地緩衝、並びに、産業用植林地に沿った保全区域は、保護価値の高い森林の評価などの専門家による科学的なソースからのインプットを取り入れ、景観を考慮に入れて、独自に設計されています。

この進行中の取り組みは重要な取り組みであり、今週のIPCで繰り広げられるディスカッションや討論から大いに恩恵を受けると思われます。私たちはこれからも、複数のステークホルダーが関与する複雑な景観において責任をもって泥炭地の開発を行うというゴールについて最善の形で報告するために、各種モデルやシナリオを調整すべく調査で得られた見解を適用し続けていきますが、その中で、この取り組みは今後も私たちの取り組みの重要な部分であり続けることでしょう。

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
