Robert Webb, Ahli Specialis Pemadaman dan Mitigasi Kebakaran dari Badan Perlindungan Aset Alam (NAPA), mengunjungi tim Pemadaman Kebakaran APRIL di Riau untuk mengamati dan menilai kegiatan pemadaman kebakaran di wilayah tersebut. (2 Oktober). Hari 1 dari kajian independen dan penilaian saya atas kapasitas pemadaman kebakaran APRIL dimulai pada Pusat Pengendalian Kebakaran APRIL di Kerinci. Saya telah diberi kesempatan untuk melihat dan mengajukan pertanyaan mengenai pengelolaan keseluruhan atas kebakaran di dan diluar konsesi.

Apa yang awalnya tampak adalah kesamaan antara protokol respon kebakaran APRIL dan protocol respon kebakaran dari daerah rawan kebakaran hutan besar lainnya secara global seperti Australia dan Amerika Serikat. Sebuah garis komunikasi yang jelas antara orang-orang yang telah mendeteksi kebakaran (nomor telepon darurat) dan Pusat Pengendalian adalah jelas.

Sebuah SITREP awal (laporan situasi) dan penamaan kejadian yang membuktikan kepada saya bahwa saya mungkin berada di setiap daerah Pusat Pengendalian Kebakaran di mana saja di dunia. Secara keseluruhan, saya menemukan sistem yang akan terorganisir dengan baik.

Harus dinyatakan, bagaimanapun, bahwa terutama pada dataran rendah, keparahan dan penyebaran kebakaran jauh lebih rendah daripada biasanya yang dialami di Australia dan di Amerika Serikat atau di perkebunan tanah mineral di Indonesia. Asap dan kabut yang dihasilkan oleh kebakaran gambut juga tinggi.

Kompleksitas sumber penyulut kebakaran telah dikonfirmasi kepada saya dalam hal klaim lahan, menjadi faktor utama. Pendekatan lanskap dengan masukan dari semua pemangku kepentingan tampaknya menjadi satu-satunya solusi dan itu jelas bahwa APRIL bekerja keras sebagai kontributor atas proses ini. Namun, ini adalah proses yang akan memakan waktu panjang.

Peralatan pemantau kabut asap (PM.10) merupakan inisiatif APRIL dalam menyediakan rekaman mutu udara secara real time, yang pada gilirannya akan disediakan untuk masyarakat sehingga tindakan yang tepat dapat diambil untuk memitigasi penyakit pernapasan.

Sore hari saya memberanikan diri keluar dari Kerinci ke lokasi kebakaran yang ditetapkan sebagai “lahan masyarakat” dan berjarak signifikan dari perkebunan APRIL. Lahan ini, sekitar 200 hektar berupa gambut dataran rendah, telah terbakar baru-baru ini. Kabut yang dihasilkan sebagai akibat dari kebakaran ini akan menjadi sangat berbahaya. Adalah pengalaman baru bagi saya untuk terjun langsung pada situasi dan mengalami dari dekat apa yang orang-orang Riau alami setiap hari.

Menurut pendapat saya dan dari pengalaman saya, kebakaran ini merupakan yang paling menantang di dunia. Pertanyaan yang saya pikirkan adalah, “Siapa yang mencegah kebakaran yang menantang ini?” Pada akhir hari, jelas. APRIL berupaya sekuat tenaga untuk membantu masyarakat dalam upaya yang belum pernah terjadi sebelumnya untuk melindungi masyarakat dari kebakaran lahan gambut dan kabut.

Upaya ini menimbulkan biaya bagi APRIL secara finansial tetapi biaya tersebut akan dikembalikan dalam modal sosial dari waktu ke waktu melalui perlindungan kesehatan masyarakat yang bertetangga dengan konsesinya.

Method

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
