Pada artikel ini, Joe Lawson, Ketua Komite Penasihat Pemangku Kepentingan, menyambut baik publikasi laporan KPMG terbaru terkait implementasi Kebijakan Pengelolaan Hutan berkelanjutan (Sustainable Forest Management Policy/SFMP) 2.0.

Sebagai ketua Komite Penasihan Pemangku Kepentingan (Stakeholder Advisory Committee/SAC) APRIL, dengan bangga saya mempersembahkan laporan  assurance   yang meninjau progres APRIL dalam menerapkan SFMP 2.0-nya.

Komitmen dalam SFMP 2.0 mencakup penghentian panen kayu keras campuran, pengembangan satu-satunya kawasan non-hutan sebagaimana ditentukan oleh HCV dan HCS, penerapan pendekatan bentang alam untuk mengoptimalkan konservasi hutan, pembentukan Kelompok Independen Ahli Gambut (Independent Peat Expert Working Group/IPEWG), dan berbagai proses untuk meningkatkan keterlibatan masyarakat setempat.

Untuk pertama kalinya, SAC menugaskan KPMG PRI Performance Registrar Inc. (KPMG PRI) untuk  melakukan  assurance menyeluruh terhadap SFMP 2.0 pada tahun 2016 dengan menggunakan serangkaian indikator kinerja utama (KPI) yang telah dikembangkan oleh SAC melalui konsultasi dengan para pemangku kepentingan. Laporan tahun 2016 menetapkan landasan objektif untuk mengevaluasi kinerja APRIL terhadap kebijakan keberlanjutannya, yang dapat diakses langsung oleh pemangku kepentingan  .

Pada 2017, SAC menentukan tujuh KPI  utama dan menugaskan KPMG PRI untuk melakukan  assurance sementara, sehingga memungkinkan pergeseran proses  assurance ke jadwal tahun kalender.

Untuk tahun ini, SAC  menentukan laporan assurance   kedua terhadap 45 indikator,   untuk periode  Januari hingga Desember 2017. Dalam  pelaksanaan  assurance dan penyusunan laporan, proses KPMG PRI mencakup verifikasi lapangan atas operasional APRIL, tinjauan terhadap metodologi dan data pelaporan perusahaan, kunjungan ke konsesi Mitra Pemasok dan konsesi Pemasok Pasar Terbuka (dipilih setelah penilaian risiko khusus) dan wawancara dengan staf kunci.

Hal ini juga merupakan  kali pertama untuk para  pengawas diundang mendampingi tim KPMG PRI di lapangan. Perwakilan daerah dari Riau memberikan observasi mendalam, yang mana akan   meningkatkan proses  assurance tersebut.

Proses  revisi indikator dilakukan sepanjang tahun 2017 di mana para pemangku kepentingan lokal dan internasional memberikan masukan untuk serangkaian KPI tahun 2016. Upaya ini  membuahkan tujuh indikator baru dan memodifikasi sepertiga dari serangkaian KPI  sebelumnya.

Temuan dari laporan  assurance KPMG PRI tahun ini dipresentasikan kepada SAC pada Juli 2018, yang secara ringkas meliputi:

  1. Penegasan nol deforestasi dan tidak ada komitmen penggunaan kayu campuran.
  2. Pada tahun 2017, PT. RAPP membuat progres signifikan dalam mengembangkan Rencana Pengelolaan Konservasi terhadap konsesinya. Program pemetaan berbasis risiko ini dirancang untuk mengidentifikasi area prioritas untuk perlindungan dan mempertimbangkan konservasi yang ada beserta kualitasnya, keistimewaan habitat yang berada sekitar 5 km di luar batas-batas konsesi yang dapat berkaitan dan risiko yang berhubungan dengan konservasi yang telah ada (seperti area rawan perambahan). Keterlibatan masyarakat setempat   menjadi aspek penting dari program ini.
  3. Wawancara dengan sejumlah mitra lokal yang usahanya didukung oleh Program Pengembangan Masyarakat PT. RAPP menunjukkan ketertarikan untuk mendukung program ini  secara jangka panjang, termasuk penyediaan pelatihan kewirausahaan dan teknis  secara berkelanjutan untuk mendukung pengembangan bisnisnya.
  4. Kemajuan signifikan tercatat pada tahun 2017 dalam meningkatkan transparansi dalam rantai pasokan APRIL dan kemampuannya untuk mengakses data pemasok. Hal ini termasuk data dari Pemasok Pasar Terbuka, yang merupakan area fokus bagi SAC. Pekerjaan ini terus  dilakukan disepanjang sisa tahun 2018.
  5. Enam puluh lima (65) dari 118 rekomendasi yang diberikan oleh SAC kepada APRIL sejak tahun 2014 telah berhasil dilaksanakan. SAC melakukan proses konsolidasi di mana 15 rekomendasi lama dimasukkan ke dalam 19 rekomendasi  aktif (sedang berlangsung atau dalam pengembangan),  yang akan menjadi focus APRIL kedepan.
  6. Sebanyak 2 ketidaksesuaian dan 12 peluang untuk perbaikan telah teridentifikasi oleh KPMG PRI. Area ketidaksesuaian tersebut adalah terkait dengan pemulihan lahan pada lahan gambut setelah perambahan di mana area kecil ditanami kembali; bertentangan dengan pedoman operasional yang baru dirilis,  serta ketidaksesuaian dalam memahami dan mengimplementasikan kondisi  kerja suatu APRIL telah mengembangkan Rencana Aksi untuk mengatasi ketidaksesuaian ini serta melakukan  perbaikan. Hal ini telah direvisi dan diterima oleh badan audit dan  dan akan disertakan dalam tinjauan  assurance selanjutnya.

Program  assurance oleh pihak ketiga ini adalah bagian penting dari peran SAC dalam memberikan pengamatan dan pemeriksaan terkait kepatuhan APRIL terhadap ketentuan-ketentuan dalam SFMP 2.0.

Laporan tahun 2018 menunjukkan peningkatan  yang signifikan  dibandingkan laporan sebelumnya, namun demikian kami menganggap program ini adalah masih dalam tahap pengembangan. SAC dan KPMG PRI telah mengembangkan sejumlah strategi perbaikan untuk  assurance tahun 2019 dan menyambut baik semua masukan dan saran.

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

APRIL follows the international GHG protocol as developed by WRI/WBCSD to develop its emissions profile. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
