Sebagai pengelola hutan tanaman, kebakaran merupakan ancaman utama untuk bisnis kami. Kami tidak membakar karena tidak ada keuntungan ekonomi atau lingkungan untuk melakukannya. Hutan tanaman kami dikelola untuk menghasilkan serat kayu dan kebakaran secara signifikan dapat mempengaruhi mutu serat dan produktivitas dari hutan tanaman kami. Pada saat yang sama, memadamkan kebakaran merupakan pekerjaan yang sangat mahal dan sangat berbahaya.

APRIL telah berkomitmen lebih dari US$7 juta untuk melakukan pemadaman kebakaran, termasuk investasi-investasi dalam peralatan dan sumber daya. Kami memerangi kebakaran yang dinyalakanan secara ilegal, serta memainkan peran penting dalam memadamkan kebakaran di kawasan masyarakat dan hutan.

Jadi pertanyaan jelasnya adalah – jika APRIL tidak membakar mengapa kebakaran terjadi di dan berdekatan dengan konsesi-konsensinya. Data kami dari tiga tahun terakhir mengenai kebakaran tidak mengidentifikasi penyebab tunggal. Kami telah memadamkan banyak kasus kebakaran dalam periode tersebut; baik kebakaran yang ilegal dinyalakan di konsesi kami dan pada lahan di luar konsesi kami. Lebih dari 70 persennya terkait dengan pembukaan lahan dan pertanian. Persepsi bahwa Indonesia memiliki masalah kebakaran hutan adalah tidak benar – Indonesia memiliki masalah dengan penggunaan api untuk kegiatan pertanian.

Untuk memberi respon yang konstruktif terhadap permasalahan kebakaran, kami terlebih dahulu harus memahami akar penyebab. Grup APRIL sudah memiliki berbagai program bantuan pertanian di tempat dan program insentif untuk desa-desa yang tidak membakar – mengapa ini tidak lebih efektif? Jawabannya cukup jelas: masyarakat merasa bahwa permasalahan-permasalahan mereka tidak ditangani.

Dengan pembentukan Program Desa Bebas Api, kami mengambil pendekatan yang berbeda. Kami bertemu dengan masyarakat desa dan membahas permasalahan kebakaran, khususnya pencegahan kebakaran. Semua masyarakat yang kami ajak bicara sepakat bahwa kebakaran adalah masalah yang signifikan. Mereka juga menunjukkan bahwa tanpa alternatif yang berkelanjutan, api akan terus digunakan sebagai metode utama untuk membersihkan semak dan pohon.

Sebagai bagian dari kerangka kerja program tersebut APRIL telah mengembangkan lima aspek berdasarkan Percontohan Desa Bebas Kebakaran awal yang dapat disesuaikan dengan kebutuhan dari masing-masing desa. Aspek-aspek ini adalah:

  1. Insentif Untuk Tidak Membakar
  2. Kru Pemimpin Desa
  3. Bantuan Pertanian
  4. Kesadaran Masyarakat
  5. Pemantauan Mutu Udara

Diterapkan secara terpisah, aspek-aspek ini tidak efektif – tetapi saat diterapkan bersamaan, mampu mengatasi akar penyebab dari kebakaran dan kabut asap dab juga memberikan alternatif berkelanjutan.

Program ini telah diterapkan antara 6 – 8 bulan dan hasilnya sangat menggembirakan. Dalam tahun-tahun sebelumnya masyarakat pada umumnya akan mulai membakar kawasan selama musim kering dengan menimbulkan puluhan kebakaran kecil. Bila dibiarkan, kebakaran ini akan cepat menyebar. Secara perhitungan kasar, kami memperkirakan bahwa masyarakat ini mengalami antara 3-7 kebakaran setiap minggu selama musim kebakaran Juli – September di tahun lalu. Ini berarti bahwa selama 14 minggu dari musim kebakaran terdapat antara 42-98 kebakaran di kawasan pedesaan. Tahun ini, untuk pertama kalinya, kebakaran telah dipantau dan aktif dipadamkan. Akibatnya jumlah kebakaran yang tidak dikelola di kawasan Desa Bebas Kebakaran adalah antara 0-3 untuk seluruh musim ini.

Tak kalah penting adalah komunikasi antara Para Pemimpin Kru masyarakat yang ditunjuk baru-baru ini dan Manajer Pencegahan Kebakaran kami. Beberapa kali seminggu Manajer Pencegahan Kebakaran kami membahas tantangan manajemen kebakaran setempat yang mempengaruhi setiap desa dan membantu dengan solusi sumber daya dan mengembangkan kemampuan secara lokal.

Ada banyak pelajaran yang bisa dipetik dari tahun pertama terhadap program percontohan Desa Bebas Kebakaran kami – kami mendengarkan dan memahami tantangan yang spesifik dari masyarakat saat kami bekerjasama dengan mereka.

Masih banyak yang harus dilakukan – tetapi kami yakin bahwa melaksanakan kebijakan Tanpa Membakar melalui program Desa Bebas Api kami untuk mitra masyarakat di luar konsesi kami merupakan hal utama untuk mencegah kebakaran di lanskap Riau.

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
