エイプリル社のファイヤー・フリー・ヴィレッジ・プログラム(FFVP)チームがリアウ州の村々を活動的に訪問し、2017年の乾期を前に火災防止の重要性についての意識向上を図っています。これは最近、インドネシアのジョコウィ大統領が求めた警戒強化に従うものです。

1月、ジョコウィ大統領は地方政府に対して、リアウ州、東および西カリマンタン州、パプア州を含む火災頻発エリアで早期に非常事態を宣言するよう指示しました。そのためリアウ州では1月24日に非常事態を宣言しました。

2017年、FFVPは、リアウ州の18の村と直接協力します。コミュニティの農地の70万ヘクタール以上が対象となりますが、これはシンガポールの面積のほぼ10倍に匹敵し、昨年のプログラムで対象となった59万2,080ヘクタールから増加しています。

1月末の時点で、エイプリル社のチームは地方政府、警察、軍、村のリーダーたちと緊密に協力しながら、村を訪問して火災防止のメッセージとアドバイスを広め、来たる乾期に備えました。

FFVPは以下の3つの個別要素で構成されています。

  • ファイヤー・アウェア・コミュニティ(FAC)― 火災防止と意識向上の導入段階であり、2016年は50の村の小学校が対象。2017年はさらに50の村で実施。
  • ファイヤー・フリー・ヴィレッジ(FFV)―選抜された村と2年以上にわたり直接協力する総合的な火災防止プログラム。
  • 火災からの回復力のあるコミュニティ(FRC)― FFVを終了したコミュニティとの継続的な関わり。

プラウ・パダンの島内に位置する9つの新しい村が、今年のFFVPに参加することが発表され、プログラムの参加者として昨年初めての火災シーズンを終えた9つの村に加わりました。

カーボン・コンサベーションの独立した審査によると、FFVPの初年度と比較して、2016年は全体的に大きな改善が見られました。今年のFFVPは、この成功を基に進めたいと考えています。

報告書は、2016年に火災の被害を受けたのは計390.6ヘクタールであり、これはプログラムが対象とする全エリア59万2,080ヘクタールのうちの0.06%以下であると述べています。このうち344.9ヘクタールが1つの村で記録されたものであり、残念ながら18の村での前向きな結果をゆがめるものとなりました。2015年は、FFVPが対象とする42万7,876ヘクタールの0.01%で火災が発生しました。

2016年にFFVPに参加した18の村のうち計14の村が、昨年見事に火災を防止した取組みを認められ、すでに報奨金を受け取っています。報奨金の一部またはすべてを受け取ることのできなかった村はわずか4つでした。

「FFVPで監視する対象エリアが遙かに大きくなったことを考えると、全体として2016年の結果に非常に満足しています」とエイプリル社の戦略的火災保護マネージャーのクレイグ・トリボレットは言いました。「警察や政府の支援、コミュニティ、村のリーダー、火災防止のリーダー、そしてもちろん私たちFFVPチームの献身的な関わりにより、火災ゼロの未来に向けて継続的な前進が見られました」

しかし彼は2017年に向けて油断をしてはならないと警告しました。「火災の脅威は常にあり、ジョコウィ大統領が強調したように依然として警戒レベルは最大でなければなりません」と述べ、FFVPチームは、2017年に新たにプログラムに参加する村の反応、そしてFFVPの経験が2年目に入る村の継続的な関与に勇気づけられていると付け加えました。

「考え方においても実践においても、文化的な変化が必要であるということ、また火災防止がコミュニティに長期的で幅広い恩恵をもたらすということが次第に受け入れられるようになってきたようです」と彼は言いました。

2016年に良い実績を遂げた村では、受け取った報奨金をすでに、道路の側溝からコミュニティホールまでコミュニティのインフラストラクチャープロジェクトに幅広くあてています。

トリボレットは以下のように述べました。「報奨金やその他のプログラムは、村がFFVPを受け入れるためのインセンティブとしての役割を果たしてきました。これは非常に良いことですが、FFVPを終えた村が『火災からの回復力のあるコミュニティ』としてどのような成果をみせていくかも楽しみです」

「これは今後進めていくための重要な指標となります。プログラムとメッセージを引き続き強化していくことで、リアウ州で火災ゼロのコミュニティとなる素質があるという確信を持っています」

エイプリル社が始めたFFVPは、現地NGOとの連携、および地方政府、警察、軍、リアウ州防災庁の支援により実施されています。

2016年、エイプリル社は、ファイヤー・フリー・アライアンス(FFA)の設立を主導し、エイプリル社、アジアン・アグリ、ウィルマー、ムシム・マス、サイム・ダービーといったリアウ州で操業する大規模な農業関連企業をまとめました。エイプリル社は、FFVPのマニュアルやツールキットをFFAのパートナーと共有し、それぞれの企業の近隣コミュニティとのプログラムの開発を支援しています。

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
