さきごろ、キャノピーはホットボタン報告書(HBR)を公開し、そのなかで姉妹会社であるサテリ社およびアジア・パシフィック・レーヨン社に溶解パルプを供給するサプライヤーとしてエイプリル社について言及しました。キャノピーの主張に対し、エイプリル社は以下を行ってきたことを示す証拠が存在し、その証拠が公開されており、キャノピーにも提供されていることを示しました。

  • 泥炭地および保全価値の高い地域の保全を行ってきた。
  • はるか以前より地域コミュニティとの契約を通じて、自由かつ事前の情報に基づく合意の慣例を採用してきた。
  • 公正かつ客観的な方法による係争地における活動の一時中止を含む、地域コミュニティとの土地所有権問題および紛争を解決してきた。
  • 科学的根拠に基づくアプローチを通じて、生産・保全・回復のための泥炭湿地林の責任ある管理を推し進めてきた。

保全および回復:エイプリル社は、現在365,000ヘクタール以上の保全林を保全していることを第三者機関を通じて検証しており、そのうちの297,000ヘクタールは泥炭地にあります。したがって、エイプリル社は公約として掲げた保全目標であるプランテーション林1ヘクタールごとに1ヘクタールの保全林を保全する(「1対1」公約)という目標の82%を達成していることになります。その365,000ヘクタールのうち150,000ヘクタール以上が、リアウ生態系回復プログラムを通じて保全されつつある、これまでは荒廃していた森林地域です。

サプライチェーンにおける森林伐採の禁止: 2015年以降、エイプリル社の 持続可能な森林管理ポリシー(SFMP2.0)では、森林伐採の禁止を公約し、このことがエイプリル社およびそのサプライヤーによって順守されていることを確認した第三者機関による公開の監査を実施してきました。KPMG PRIカナダ社による年次監査では、エイプリル社の木材はすべてプランテーション林から調達したものであり、エイプリル社およびサプライヤーの営業地域内における森林伐採の証拠は存在しない、と明確に述べています。

キャノピーはエイプリル社のサプライヤーの営業地域における森林伐採の嫌疑について、NGOによる報告書を参照しましたが、エイプリル社はすでにこの嫌疑について反論しています。弊社は森林伐採に関する申し立てはつねに真摯に受け止めており、地上検証測定を含む調査を行ったのち、森林伐採および弊社のSFMP2.0に対する違反行為は行われていないことを確認しています。NGOによるサプライヤーの営業地域の視察や、弊社がその立場を表明したデータの地上検証は歓迎されています。

自由かつ事前の情報に基づく同意(FPIC): エイプリル社は地域コミュニティと深く関わっており、SFMPの一環としてFPICを採用してきました。抗議や紛争は明確かつ公正な契約プロセスを通じて対処されています。サプライチェーンにおいて対処すべき「人権侵害」があるというキャノピーによる主張に確証または根拠は存在せず、弊社はこの事実無根の主張を却下します。

これまでの報告書においてキャノピーは、エイプリル社の姉妹会社であるサテリ社への供給が古代からの希少林(古代希少林)から材料を調達するリスクを冒したものであると主張しています。これは、エイプリル社の木材供給は100%がプランテーションで栽培した木材であることを示した第三者機関による保証が存在するにもかかわらず、です。古代希少林の分類はキャノピーのオンライン森林マッピングツールのみに基づくものであり、そこでは2億7000万人以上の人口を持つインドネシアの大部分を古代希少林としています。

これはツールの大幅な精度不足によるものであり(100km×100kmの低い空間分解能)、とくに発展途上国における森林地域の複雑性を無視しています。世界資源研究所の「世界森林ウォッチ」のようなプラットフォームのほうが、科学に基づいたマッピングツールとしては広く採用されています。

エイプリル社は客観的で均整の取れた、複数のステークホルダーが参加するさまざまな手続きからなる体制に基づく第三者機関による評価を歓迎しています。今後もキャノピーとは建設的な方法を通じて取り組んでいくうえで、対話を継続していきたいと考えています。

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
