APRIL社は、2015~2019年の同社コンセッション内における火災および焼失したとされる面積(グリーンピースの独自分析に基づいた情報)に関するグリーンピースからの一連の質疑に対し回答しました。近く発行される報告書について紹介します。今回の回答は、2019年9月の同じテーマに関するグリーンピース報告書についてグリーンピースに提出した当社の包括的返答の更新版であり、昨年の火災データが盛り込まれています。

APRIL社および同サプライヤのコンセッション内で2019年に10,220haが焼失したというグリーンピースの主張に対し、当社は現地検証データに基づいて反論します。APRIL社およびパートナー・サプライヤのコンセッションエリアにおいては、2019年の総火災面積は30ha、また2015~2019年の合計は1,912haであることが確認されています。

背景として、当社は2018年10月にAPRIL社コンセッションエリア・マップのファイルをグリーンピースに提供しました。ファイルでは、パートナー・サプライヤに加えて一部のオープン市場サプライヤのコンセッションエリアもカバーしています。APRIL社は、世界資源研究所のグローバルフォレストワッチ活動のモニタリングプラットフォームを支援するため、毎年APRIL社コンセッションエリア・マップを同研究所に提供してます。APRIL社サプライチェインのコンセッションエリア・マップは、APRIL社HPの持続可能性ポータルサイトSustainability Dashboardでも公開されています。

火災の実態
グリーンピースへの回答のなかで、当社は、当社地上検証データとグリーンピースの独自分析によるデータのギャップの原因について再度の説明を提示しました。当社の回答は、地球資源探査衛星ランドサット7および8の画像に基づく詳細事例によって裏付けられています。

2019年9月、当社はグリーンピースに対し、APRIL社およびサプライヤのコンセッション内の2015年~2018年の総焼失面積は、グリーンピースのいう55,600haではなく1,304haであると指摘しました。この差異には2つの事例が大きく影響しています。まずサプライヤPT SRLは火災の影響面積は757haと発表しましたが、グリーンピースの報告書では14,700haとなっています。また、サプライヤPT SSLの検証データではこの期間中の焼失面積は112haに対して、グリーンピース報告書では11,600haとなっています。

2019年9月の回答においても、当社は、グリーンピースが独自の分析データで、実際の焼失面積よりも多く見積もるに至った技術的および手法面の問題点を指摘しています:

  • グリーンピースのデータではプランテーションで伐採のあった面積が焼失面積とされることが多い。自動分析では伐採と焼失を区別できないためである。
  • 地上検証は、特定、検証およびリモートセンシング分析の補正のための決定的に重要な標準的手順であるが、グリーンピースの分析データは地上検証データではない。
  • 雲が地表に影を落としたり、遮ることでリモート画像の分析性能に重大な影響を及ぼす。このことは、自動分析法を用いる場合に特に重要事項となる。
  • 湿潤熱帯地方ではホットスポットは火災の検知および報告の目的には不十分で信頼性が劣る方法論であることが実証されている。

以下のランドサット画像は、グリーンピースの分析において焼失面積と特定されたが、実際には伐採活動でありいかなる火災とも関連がないエリアの例です。これらの伐採活動エリアの詳細ランドサット7および8画像は、現地検証データとともに当社の分析を裏付けています。当社はグリーンピースに対し、グリーンピースの言う焼失面積について地上検証する機会を提供しており、必要とあればさらに高度な専門技術的説明を提供可能です。

火災関連の処分

APRIL社は、2015~2019年の期間中、以下の通りの政府の火災関連行政処分が執行されたことを報告します(表2)。これらの処分は行政手続きの性格を持ち政府規制遵守のために実施すべき措置の強化を義務付けるもので、刑法上の犯罪ではありません。これらの行政処分は、一連の土地管理問題を対象とするもので、侵犯による違法な土地焼却やコミュニティ開発活動も含まれます。

APRIL社の火災管理アプローチ
APRIL社は、リアウ州において毎年7月1日から9月30日までを自社コンセッションと提携サプライヤコンセッション全体で火災危険期間と宣言してる唯一の企業です。これは、防止・備え・対応・回復におよぶ幅広い火災管理戦略において重要なツールの一つであり、特に火災と煙害の影響削減に的を絞っています。

火災防止は決定的重要事項であり、旗艦であるFFVP(ファイアフリービレッジ・プログラム)は、地域コミュニティと密接に協力して、土地管理ツールとしての焼き畑の必要性をなくすことに努めています。FFVPのカバーする土地面積は、約80のコミュニティとのパートナーシップを通じて2019年12月31日現在で合計753,604ha、シンガポールの国土面積の10倍に近い面積となっています。2014~2019年の間に、FFVPは消火対応が実施されなかった火災と煙害の影響の90%削減に貢献しました。

当社は今後も引き続き防火活動への投資――今日までの投資総額は900万USドル超――に力を注ぎ、2つのNASA主導システム――面積1.1km2内の温度異常を表示するNOAAおよびMODIS衛星――の先進衛星ホットスポットモニタリング(当社火災モニタリングタワーやCCTVを補完)を続けます。当社は高さ30mの火災モニタリングタワー3基、18mタワー50基、さらに65mのCCTVタワー50基を保有しています。先手を打つ対策として、コンセッションエリア外3kmまでの範囲内の火災にも対応し、地方政府の防火活動を支援します。

APRIL社は、火災は森林と生命に対する重大な脅威であるという見解を支持し、今後も引き続きインドネシア政府、ローカルコミュニティ、そしてステークホルダーの火災への取り組みを支援していきます。

Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
