最新の世界ビスコース生産者ホットボタン・ランキング報告書がキャノピーから発表されました。この報告書は、大雑把で裏付け証拠のない記述が含まれており、エイプリル社の持続可能性に対する包括的コミットメントに関する重要事実や、2019年に操業開始するビスコース製造企業APR社への供給の性質が無視されています。

エイプリル社は、持続可能な森林管理ポリシー(SFMP)の下で、森林破壊ゼロおよび泥炭地での新規生産廃止というコミットメントを完全実施しています。このことは、独立機関KPMGによる第三者監査の結果やエイプリル社ステークホルダー諮問委員会(SAC)の監督報告からも裏付けられています。大規模な景観保護や泥炭地林回復プログラムにはプランテーション1haに付き1haの森林を保護・保全するというコミットメントも含まれており、RER(リアウ生態系回復)プロジェクトとしてリアウ州の生態学的に重要性の高い森林150,000 haの精力的な再生が進められています。さらに、第三者泥炭地専門家ワーキンググループ(IPEWG)と協働で、画期的な温室効果ガス排出研究を基盤とした泥炭地ロードマップを作成・実践しています。

エイプリル社は、2015年から数回にわたってキャノピーとの会合を重ね、エイプリル社が事業展開するスマトラ島の景観に関するパースペクティブや現地の実態を踏まえた理解の共有を図ってきました。キャノピーは、エイプリル社の事業現場やRER回復エリアの視察も行っています。活動は、エイプリル社ベイ・スー・キアン会長の主導で進められ、エイプリル社SAC、IPEWGおよび自然保護・回復アドバイザーの代表も加わり、エイプリル社の持続可能なコミットメント実践における進展と課題について確かな知識情報に基づく理解を可能とすることを目指して進められています。このように広範囲で詳細な前向きの対話を重ねてきたにも関わらず、今回のキャノピーの評価結果に、エイプリル社では失望を禁じえません。

キャノピーの評価は、「古くからの&危機に瀕している」森林という限局的な定義を基盤としています。実例として、キャノピーのマップでは、インドネシアのスマトラ島全域が古くからの危機に瀕している森林に分類されています。このため、繊維原料供給源として問題ありと示唆されているのです。

5千万人以上の人々が居住し、今日では多種多様な持続可能な農地利用や製造活動を支える発展途上経済の一部を構成しているというスマトラ島の現実は、キャノピーの総括的分類法では考慮されていません。キャノピーの分類は、スマトラ島のあらゆる持続可能な農林業土地利用活動を基本的に高リスクと位置づけています。この位置づけは、持続可能なビジネス前進の原動力に寄与する建設的な基盤とはいえません。

キャノピーの分類法では、インドネシアの多方面の開発ニーズも無視されています。インドネシアでは、増大する人口を支え、持続可能なビジネス活動を推進し、地域景観全域で生態系を保護するためには、経済、コミュニティ、そして環境ニーズのバランス調整が重要です。しかし、こうした要素はキャノピーの分類では看過されているのです。

森林保護・回復と責任ある開発は軸の両輪をなすという前提は、従来から、多くのNGO、市民活動組織、さらに認証プログラムで広く受け入れられています。

エイプリル社は、上述の前提は、生産―保護―インクルージョン・モデルを通じて実現可能であると信じています。そこには、科学知識を基盤とした調査研究や実践活動に裏付けられる責任ある泥炭地管理、森林回復、および保全への真摯なコミットメントが含まれています。実際、エイプリル社が実践している森林再生活動は、キャノピーの保全イニシアチブと非常に整合性が高いものです。エイプリル社は10年以上にわたり、インドネシアスマトラ島のカンパール半島やパダン島の生態学的に重要な泥炭地林地域の保全と回復に1億USドルを投じてきています。これも一つの証です。

エイプリル社の持続可能性コミットメントを以下に要約します:

  • エイプリル社SFMPは、自社供給と第三者サプライヤからの供給を問わず、供給チェーン全体で森林破壊ゼロおよび泥炭地新規開発廃止をコミットメントに掲げています[1]。毎年の独立機関による第三者保証監査により、エイプリル社がこのコミットメントを堅持し、ステークホルダーの期待に応じたよりよいポリシーと実践の確立に尽力し続けていることが明らかになっています。[[2]
  • エイプリル社の木材供給――APR操業開始後にAPRに供給される溶解パルプ供給を含む――は全て、グローバル森林管理委基準に基づく認証取得ずみの再生可能プランテーション・ソース由来です。[3]
  • 高保全価値(HCV)、高炭素貯蔵(HCS)およびその他の評価を含めて、確立されている業界枠組みを基盤として、エイプリル社はインドネシア国内369,420 haの森林の保護・回復に取り組んでいます。リアウ生態系回復(RER) プログラムの一環としての泥炭林150,000 haもその一つです。プランテーション1haにつき1haの森林を保護する「1対1」目標を掲げています。[4]
  • エイプリル社コンセッション・エリアおよびプランテーションの一部は泥炭地に広がっています。[5] エイプリル社は、長年、効果的で科学的基盤を踏まえた方法によるHCVエリアの維持管理のための泥炭地管理および地下水面位管理に尽力してきました。学術研究の進展やGHG排出調査研究結果を踏まえて、引き続き活動の改良に努めています。[6]
  • 2016年、エイプリル社の責任ある泥炭地管理戦略への科学に基づく提言によりエイプリル社をサポートすることを狙いとして、第三者泥炭専門家ワーキンググループ (IPEWG) が設置されました。[7] IPEWGは、英国、フィンランド、インドネシアの泥炭地研究者6名から構成されています。エイプリル社との協働活動の指針として、IPEWGは次の主要3項目からなる泥炭地ロードマップを作成しました[8] :
  • 科学に基づく理解と科学を踏まえた影響最小化
  • 火災抑止、収率最適化、コミュニティの生活向上、および沈下抑止を狙いとする責任ある泥炭地事業展開
  • 責任ある管理による生産・回復・再生の組み合わせを基盤とした長期泥炭地ビジョンの策定
  • エイプリル社は、パルプ工場の新設は行わず、既存パルプ製造工程の溶解パルプラインへの転換を図っています。全ての木材供給は、エイプリル社持続可能性ポリシー順守が義務付けられています。
  • インドネシアでは土地所有権やマップ作製プロセスが複雑であるにも関わらず、社会やコミュニティーとエイプリル社の間で大きな紛争は発生していません。エイプリル社に寄せられる苦情や不満は全て、持続可能性ダッシュボードに記録され、エイプリル社は関係当事者や政府と直接対応し土地問題解決に取り組んでいます。
  • エイプリル社は、事業活動およびSFMPコミットメントを通じて、従来同様に今後も引き続き、ローカルコミュニティの発展機会に大きく寄与します。数千規模の雇用創出やコミュニティのインフラ、教育、ヘルスケア改善もその一例です。詳細は、エイプリル社 持続可能性報告書として公表されています。[9]

エイプリル社の持続可能性ポリシー実践状況に関する最新の監査は、2018年7月、カナダのKPMG PRIによって行われました。[10] エイプリル社保証報告書と同じく、監査所見はエイプリル社の透明性コミットメントに従って、全てのステークホルダーに公開されています。

エイプリル社は、APRを含めて自社顧客に対し、世界トップクラスのプランテーションや製造施設で生産された100%合法的、認証取得済み、持続可能な製品を提供することをコミットメントに掲げています。今後も引き続き、その実現に向けての進捗状況や課題を完全公開し、2019年に溶解パルプ供給がスタートした暁にはAPRのサプライヤ要件を厳守します。

The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
