7月26日(木)、リアウ州ケリンチ空港スルタン・シャリフ・ハロエン・セティア・ネガラ(Sultan Syarief Haroen Setia Negara)において、リアウ州15のコミュニティの代表に対し、インフラ助成金の正式授与が行われました。最高額で1億ルピー(約7,000USドル)のインフラ助成金が、エイプリル社のファイアフリービレッジプログラムの一部として授与されました。

リアウ州副知事ワン・サムリン・ハシム、コミュニティ代表、地方自治体政府関係者が列席した授与式は、2014年に始まったファイアフリービレッジプログラム(FFVP)の4周年を記念して執り行われました。この4年間に、27村落がFFVPに参加、火災ゼロ景観の実現を目指すエリアはリアウ州全域で総面積622,112 haに広がりました。

学校を軸に展開する火災意識コミュニティプログラムへの参加も、50村212校となっています。

今年の助成金を授与された村々は、火災件数の大幅削減を達成し、FFVPの成功を大きく後押ししました。第三者諮問機関カーボン・コンサーベーションの報告によると、FFVPプログラムのサポートで延焼総面積は2014年以来97%減、特に2016年の390.6 haから2017年には159.3 haと大幅減少しています。

この数字は率にすると42.6%の減少ですが、FFVP対象面積全体からすれば、延焼面積はごく一部にすぎません。ファイア・フリー・アライアンスと提携する他企業でも、FFVPプログラムの要素が採択されています。

「ローカル政府のサポートや村のリーダーとのパートナーシップを得て、このプログラムに先鞭をつけられたことを誇りに思います。他社でも採択され成功が積み重なっていることは、このプログラムが、インドネシアの火災および煙害への対処においてコミュニティ啓蒙、能力構築およびインセンティブ提供のための効果的な方法であることを実証しています」と、リアウ・アンダラン・パルプ製紙会社(PT RAPP)のシホール・アリトナン統括責任者は語ります。

ファイアフリービレッジプログラムは、毎年の火災シーズン、特に2015年の危機的状況では被害が頂点に達したのを契機に考案されました。プログラムの背景には、コミュニティ重視の火災防止戦略により消火活動への企業投資を補完し、毎年繰り返される火災問題への長期的解決策とするという構想がありました。

FFVPは、主要3段階構成のプログラムです。火災意識コミュニティ段階は、学校とコミュニティ団体に焦点をしぼり、火災防止の重要性について理解を深め意識を強化することが重点事項です。第2段階は、啓蒙と装備提供と支援により、村々が火災危険の少ない農法を確立することに重点を置いています。この段階では、火災ゼロ成果に対して、経済的報奨の供与やその他のコミュニティインフラプロジェクト支援も行われます。

第3段階では、村々によるファイアレジリエントコミュニティ(火災に強いコミュニティ)確立を支援します。FFVPの3段階を修了した村々は、引き続き、リアウ州内におけるコミュニティ・リーダーとして活動展開し、危険な野焼き農法の復活を阻止するための協力の必要性を訴えていきます。

火災防止を重点項目とすることに加え、エイプリル社は、世界クラスの消防能力を確立しています。消防ユニットは、消火エキスパート配備のヘリコプター、消防飛行機、消防車、プロペラ船のほか、火災発見時には迅速に展開し215基の消防ポンプを駆使して消火と鎮火にあたる地上チームから構成されています。

Waste disposed is recorded through various means of measurement including estimation of weight by waste type. Particular waste types as described above are measured as a wet waste and converted to a bone dry (BD) weight. The wet waste weight is multiplied by the consistency of each waste type to determine the BD. The consistency is predetermined by the lab.

The total emissions measured as emissions intensity is calculated based on tonnes of Scope 1 and 2 Mill Greenhouse Gas Emissions per tonne of product (paper, pulp and viscose). The emissions boundary scope covers gate-to-gate (wood processing in wood yard until pulp, paper and viscose production) of the three main GHGs: CO2, CH4, and N2O.

Method

To quantify the total GHG emission and removals across APRIL’s land bank from land use, APRIL follows the GHG Protocol Agricultural Guidance and IPCC Guidelines for Agricultural, Forestry, and Other Land Use. To detect the land cover change within the look-back period, i.e. 20 years APRIL utilized the remotely sensed data.

The GHG emission will be calculated as the total of carbon stock changes in woody biomass and soil organic carbon and include all major carbon fluxes such as peat decomposition, plantation growth and harvesting, and fires.

To quantify the amount of carbon unit to balance the emission, the Verified Carbon Standard (VCS), the Climate, Community and Biodiversity Standards (CCB), or other internationally accepted standard will be used.
